The first chapter was about writing correctly by organizing, understanding confusing words and phrases and using proper sentences. The NYPD School Safety Division is a fairly young agency within the NYPD. It was created in 1998 with the intention of making life safer for the city's students. However, recent data accumulated on the behavior of the agency has been ambiguous regarding the fulfillment of this mission. "The Student Safety Act, enacted in 2011, requires the NYPD to submit quarterly reports to the City Council on arrests, summonses and other police-student interactions in the schools. Over the past four reporting periods, which represents 216 high school days and 209 middle school days (including summer school), the NYPD's School Safety Division made 882 arrests, more than four per day, and issued 1,666 summonses, more than seven per day" (First full year of NYPD data, 2012, ACLU). Ileta, you made some good points here. The victim could indeed be disoriented and feel unable to adjust properly to the situation. Sometimes the situation is so dangerous that the victim will hope the offender will just stop or go away without adding future harm. The problem with not reporting is the offender may be aware of the non-report and take advantage of the situation by coming back a second time. That is sort of like a bully scenario, where the bully continues to offend the same individual because the individual fears to take action. I’ve never been afraid to report a crime.
