In looking at Los Angeles Police Department’s (LAPD) history with using excessive force, there needs to be a way that hold these police officers accountable to prevent citizen-police tension and create transparency for the public. In the 1980s, New York was considered one of the most dangerous major cities in the United States. Crime was on an ultimate high, especially in Brooklyn, New York. The documentary, “The Seven-Five” directed by Tiller Russell, focuses on a police officer named Michael Dowd who worked in the 75th precinct. The 75th precinct was known for being the most dangerous area with the most crime. However, not only were individuals within the community committing crimes. Dowd, who’s been on the job for two years, went from being a good cop that followed all protocols to a corrupt cop that went down the path of crime. This documentary goes into details on Dowd’s crime streak, how he got caught, the case against him, and the testimonies of his partners in the police station. This case was considered a “major corruption scandal in New York City in the 1980s” (Michael Dowd, 2015).

It is no secret that the media is able to influence the general public’s opinion on most anything. Whether the subject is fiction or non, movies, documentaries, and the news especially, are capable of swaying the public’s opinions and perceptions one way or the other. Not even the world of law enforcement is safe from the media’s purview (Barlow, M. H. and Barlow, D. E. and Chiricos T. G., 1995), as media portrayals often romanticize law enforcement as a well oiled machine that always gets the bad guy, and has a perfect relationship with the public. On top of this, the media has displayed a poor habit of portraying crime as predominantly violent and racial, rather than showing the whole picture(Gilliam, F. D. and Iyengar, S. and Simon, A. and Wright, O., 1996). In this paper, the motives driving these depictions, as well as the scope and effect of the media’s influence on public perception of law enforcement, will be explored and discussed.

The Los Angeles Police Department (LAPD) is the third largest police agency in the United States. The LAPD has approximately 9885 sworn officers and 2718 support staff. They cover approximately 500 square miles and is for the protection of over 4 million people. With that in mind, managing such a behemoth agency is a complicated and problematic endeavor. Therefore, one of the LAPD strengths is the way they manage themselves and protect citizens. Another strength of the LAPD is created many various kinds of investigation divisions, bureaus unit and special operation units. The components allow the LAPD to address a different kind of crimes, services, and investigation. Some of these components are specialized units with members that specially trained to for the unit's purpose or the specific type of crime or investigation. For an example, they have counter-terrorism bureau, background investigation unit, commercial crime division, gang and narcotic division, juvenile division, robbery homicide division and also technical investigation division. The LAPD also addresses the needs of the community by setting up many stations to handle the needs of their constituents. The LAPD also has a support unit to manage the day to day operation such as the personal division, jail division, property division and administrative section to manage massive bureaucratic tasks.

Crime, deviance, and unethical conduct can found within almost every occupation and profession. Police ethics is the conduct that everyone is most concerned with. Police officers enter into an occupation that shares many characteristics of other career fields, but it also has unique responsibilities that deal with conduct and behavior. The PBS documentary: The Central Park Five, demonstrates two of the most common misconduct issues that the criminal justice professionals deal with noble cause and noble cause corruption. The film investigates the miscarriage of justice of four Black and one Latino teenager from Harlem, who were wrongly convicted of the brutal beating and rape of a white woman in New York City's Central Park.

“Somebody didn’t sleep through ethics training” (Ayer and Fuqua, 2001). This statement made by an officer in the movie Training Day, best exemplifies a major theme of the movie. Training Day should be shown to rookie officers as an example of how a police subculture can allow officers to abuse power. The movie is an over exaggeration, but provides depth and detail into certain situations officers may find themselves in. This paper will look at the specific concepts of a police subculture that officers may encounter.

The Los Angeles County Sheriff 's Department is tasked with providing health care services to all incarcerated prisoners within a jail system which at present exceeds 18,500 inmates. Correctional Treatment Center (CTC) provides care and treatment for inmates requiring inpatient medical and or psychiatric care in this 196-bed rated medical unit located in the Twin Towers Correctional Facility in downtown Los Angeles. The inmate population is in poor health, largely due to the lifestyle choices of the inmates which often include substance abuse, violence, and living on the streets of Los Angeles. They require the same basic medical care that all residents of Los Angeles County require, including routine illness to advanced medical issues such as tuberculosis (TB), AIDS/HIV+, heart disease, diabetes, dialysis, paraplegics, and acute mental health problems. Additionally, problems associated with aging are becoming common as the jail population increasingly includes older inmates. In the wake of chronic overcrowding in the county lockups, the Sheriff 's Department has been struggling to provide adequate care for thousands of inmates, many of whom have never been treated, with illnesses ranging from tuberculosis to AIDS to schizophrenia. Reported rates of tuberculosis in jails and prisons are more than six times higher than those for the general population. Los Angeles witnessed a high amount of drug incidents and violence, which arose from the increasing drug problem. Unfortunately as the same time the nation witnessed a rise in the drug problem, it also saw a rise in police brutality. Throughout Los Angles and America there were many cases of police beatings, but there wasn’t any case that received as much attention and media coverage as the Rodney King incident. On the night of the Rodney King beating, “amateur video camera enthusiast, George Holliday, shot footage of LAPD officers beating a twenty-five year old African-American man following a traffic stop” (Alpert p.131). The question raised is why did something like this incident happen? In order to answer the question, a review of the police department is necessary. At the time of the Rodney King beating Daryl Gates had been the police chief of Los Angles for thirteen years. Chief Gates had power over the departments’ policies and personnel, and “his position was well insulated by unique civil service protections” (Alpert p.134). Chief Gates was recognized as someone who was professional and innovative on new ideas to enforce the law. He adopted militaristic technology as equipment to use in the streets. For years police corruption has been a major problem in American society but where is the line between moral and unethical police corruption, many modern movies address this vary issue. Some films portray how types of police corruption can have a positive influence on society, while others show the dark side of police corruption. Many law enforcement agents join the criminal justice with the basic idea of "justice for all," however, most of them do not realize that the nice guy doesn't always win. Even though there are vast amounts of movies which specifically address police corruption we will use three main movies for our argument today, mostly LA Confidential, however, also Training Day.

Many of the same problems discussed by Cronkhite (2013) in the King incident were also found in the Rampart scandal. Even after the King incident, administrators failed to investigate complaints and wide spread corruption within the department (Knowland & Nebbia, 2000). Prior to joining the CRASH unit, Perez was an ex-Marine, veteran police officer who had been squad leader of his academy class (Young, 2004). From the perspective of the client-centered theme, the administration did nothing to investigate complaints from citizens. Viewed from the organizational functions theme, the department did little to investigate incidents of police brutality and questionable shootings and other uses of force. Based upon films and shows there are many different ways law enforcement has been portrayed. The ways that they are portrayed in the films can be either an accurate representation of what law enforcement is like in actual departments, or it is an inaccurate representation of law enforcement. For example the movie 22 Jump Street there are two cops that are trying to stop a drug from breaking out into other parts of the world and the way that they do things is completely the wrong way from what real officers do in the line of duty. “The depiction of police in “22 Jump Street” is not necessarily realistic in any way, shape or form. This gives a very wrong public perception of law enforcement officers” (22 Jump Street and the representation of policing, 2015). The topic of this paper will explain three questions involving how law enforcement is portrayed in films or shows.

In policing, officers are given the role to serve and protect citizens, and carry out justice. In addition, are expected by society to protect lives and property. When a police officer fails to comply with these general principles, he or she is considered deviant. Corruption and misconduct have been present in society since the beginning of policing. An infamous case in American policing history is the Michael Dowd case, where a former NYPD officer was convicted for engaging in numerous criminal activities. When analyzing the film The Seven Five, several aspects in the case can be applied to concepts found in the Introduction to Policing book, including, police culture, personality, minorities in policing, ethics, and patrol operations.
