The first thing the new board member needs to due to transition her Board of Education over to the practice of evidence-based decision making is stress the importance of data collection before making decisions. The process of data collection should be aware to all members and not just a conversation between one board member and the superintendent.
The new board member needs to devise a new policy that will ensure that the faculty in her district culturally resembles the community. The Board is in a good position to make a change and it not be a huge change. If they wait the community will grow more diverse the policy will have to be more aggressive. As mentioned previously, the board needs to revise how the purchase services. They need to begin allowing the superintendent to using a bidding process to engage companies instead of hiring a group without doing research. This policy needs to focus on the details and clearly define every step.
2.1 The Leadership Imperative
The challenges that administrators face can be overwhelming. Student conflicts, test scores, employee management, and a host of other conditions can lead to well-meaning administrators burning out quickly. Achieving a school district’s mission and vision requires the commitment of its stakeholders. In order to involve them in the process, it is necessary for educational leaders to “motivate staff, parents, students, board and community members” (Educational Leadership Constituencies Council, 2002, p. 4). The transformational leadership theory emphasizes the importance of educational leaders acting as role-models in order to motivate and inspire the school community. This approach has the potential to involve all stakeholders, leading to increased student success (Bush, 2007). The Assistant Director of Special Education in Northwest ISD directly supervised the school district’s assessment staff. Her education, experience, and passion set an example for her subordinates, stimulating them to achieve more, leading to her promotion to Executive Director of Student Services.
Data driven decision-making is leading to school success for many apparent reasons. Data driven decision-making is the direct correlation between teachers, curriculum coaches, principals, district educational supervisors, superintendent, and board members. According to Boudett and Moody (2005), the first important step in a successful data driven environment is the gathering of the group that will bare the responsibility for the procedural and executional procedural stages of data analysis.
Transformational Leadership empowers or enables its followers. The leader engages with the follower in a way that both the leader and follower transcend to a higher level of motivation and morality (Nicholls, 1994).
Circumstances within this case reflect levels of complexity in many aspects. It was a challenging situation for all parties involved. I’m sure a decision of this magnitude is very difficult, but I question the thoroughness in the execution of the action plan. Often times we miss the meaning of being culturally proficient. The Lindsey book, Cultural Proficiency: A Manual for School Leaders considers ways to foster policies and practices that provide the opportunity for effective interactions with the school members, staff and students alike and the surrounding community members (Lindsey, 2009, p.4). The book presents its historical context to tell of the effectiveness of addressing issues that emerge from cross-cultural contact. Some of the efforts derived from the desire to promote healthy interactions. Among those efforts have been desegregation, integration, race relations, cultural competence, and multicultural transformation (Lindsey, 2009, p.7). Cultural proficiency comes with an understanding of respecting the differences among all things living and all circumstances and departments in life. To begin the smooth transition of the school consolidation between SMS and RNS, communication and a culture should have been built starting with the associated area superintendent and Principal Jones.
I would advise Carolyn to study the makeup of our changing nation and evidence of this as seen in our neighborhoods. She should make an effort to learn more about the new cultural groups moving into the community and school so that she is informed and better able to serve the changing community. It’s not enough just to know which groups comprise the community, but she should learn the customs and provide communication in different languages as well. However, it’s not just Carolyn that needs to make this effort, her staff needs to do the same and purposely include all groups within the school atmosphere. Like the individuals in the cases study, leader can become comfortable with the data without checking the validity and the reliability of the data. If the data is coming from MSIS database, which in managed, by Mississippi Department of Education, it is often taken for granted that the information is valid. However, data can be received from testing companies, educational assistance companies and district personnel. Therefore as the educational leaders make decisions they have to consistently check the source of the data. The leadership team should make sure that all data that is being used is valid and reliable. In the past three years that Mrs. Williams has been principal of this school she has brought a strong focus onto using data to make appropriate instructional decisions as well as execute strategic planning to help the school progress. The implementation of the PLC process has helped the teachers to gain an understanding of how valuable data collection and analysis can be for their teaching practice. Looking at data also helps the school attain the yearly goals laid out by the district’s strategic plan. A vital individual when it comes to initiating change is the person willing to take action in order to construct something different. A person willing to own the outcome and lead the change is the critical element in producing change. Without the leader of change stepping up and accepting responsibility, all others have is an awareness of the problems that exist, therefore, change doesn’t transpire. There are countless people who are constantly eager to share all of the items which they believe need to change, with anyone who will listen. There are far fewer who are willing to step up and lead that change. Teacher leaders have the vision to generate change in their schools, and are a vital asset to change. Catalytic leaders are needed throughout schools in order to make change happen. Leaders with an expertise in the area of change are authentic, initiative, and influential.
