Within the Public Health Department, like in the county structure, there is an Operations Chief, responsible for all the actions taken by the department. This is someone with experience in the field, supervisory experience, and an understanding of the structure and function of the department. Under the Operations Chief, there are officers for Logistics, Planning, Finance/Administration, Public Information and Liaison.

May 4, 1980 the doors of The U.S. Department of Health and Human Services (HHS) were open. After the passing of the Department of Education Organization Act of 1979 that cause for the removal of the education components from the Department of Health, Education, and Welfare (HEW). When the doors of HHS were open, the department was led by Patricia Roberts Harris. Ms. Harris was once the secretary of HEW but that all changed. The department started its first year off with 140,000 employees and a budget of $226 billion. HHS started off with the same structure of HEW, the only differences were the Education Division and the vocational rehabilitation program was removed.

One in five American adults have experienced a mental health issue, and one in twenty-five Americans have lived with a serious mental illness, such as schizophrenia, bipolar disorder, or major depression. The U.S. Department of Health and Human Services also states studies show that individuals with mental health problems get better and may even recover completely, where they can continue living life healthily, with the help of treatments, services, and community systems. I, myself am one of the twenty-five.

This service gives families, children, and seniors a way to receive quality health care. This achieved by helping parents find affordable childcare and legitimate jobs. This organization is dedicated to keeping American’s food safe, preventing infectious diseases, and by pushing the boundaries of how to treat and diagnose disease (U.S. Department of Health & Human Services , 2013).

As we compare the health and human services from last ten years to present, it is very clear to analyze how health and human systems have improved over the years. The Department manages programs that cover a vast spectrum of activities that impact health, public health, and human services outcomes throughout the life span.

Baltimore County Health Department review process is conducted through the Department Health Mental Hygiene (DHMH). The Institutional Review Board was established in 1977 by the department as a federal requirement demanding that human research studies being conducted with United States Public Health funding must undergo a IRB process. Therefore, purpose of the IRB is to review and approve the research study, and to ensure the safety, dignity and protection for all human subjects participating in the research studies. This department is the largest public health agency in world. The New York City Department of Health and Mental Hygiene is the oldest public health agency in the United States. The New York City Department of Health and Mental Hygiene serves 8 million New Yorkers from regardless of their ethnicity, cultural, and economic backgrounds. Their services vary such as inspections of dining establishments to birth certifications for newborns. This department also works behind the scenes to investigate suspicious clusters of illness.

“Running a health care organization is a team sport. It is very important that all members of the team-whether on the medical staff, in management or on the board-understand the role of governance and what constitutes effective governance” (Arnwine, 2002). Running a hospital is a difficult task. Several factors need to be seriously thought of and considered in every decision and undertaking. Unfortunately, all the three important factors in governing a hospital is not always in harmony. As likened to a team sport, if the three major components are not working with each other as a team, there will be tension and a great divide will be experienced. And often times, the patients will be in the middle and will be greatly impacted. This writer believes that there are several factors that contribute to the tension that usually exists among the medical staff, the board and administration. One factor is the disconnect, where each entity is not seeing each other eye to eye and their visions may be different from each other. Another factor may be the lack of communication in order to bridge the gap and to build a respectful and a relationship wherein there is trust for each end every member of the group. Often times, the medical staff is concerned with ensuring that patients are cared for in a manner that their practice is protected as well as the patients are getting the appropriate care. Broaden the roles of health professionals to meet the status quo was important. In the section, Indicators for Realignment, Layman mention ‘in HIS Departments, work changes over time.
