What is a bureaucracy? Tolbert and Hall (2009) describe in the text, a large formal organization with the characteristics of having, a division of labor, a hierarchy of authority, a set of written rules, resources that are clearly separated from home and the organization, and group of members who are appointed according to qualifications (P. 22). These were the key elements Max Weber, a German scholar described for an ideal type of bureaucracy. The types of bureaucracies that I typically encounter in my workweek is, the Oregon National Guard (ORNG), which is Oregon’s State Militia, under command and control of the state of Oregon Governor. Others include state organizations such as Oregon Department of Emergency Management (OEM), Oregon Department of Health Authority (OHA), and Oregon Department of Forestry (ODF). These four organizations operate independently from each other, nonetheless are tied together during times of a State of Emergency, when called upon by the Governor with the same goal, which is to save human lives, prevent human suffering, and mitigate great property damage. Each organization has a hierarchy established, which the highest level being the Governor of Oregon, followed by the Adjutant General, who has a dual role, as the Governor’s Homeland Security Advisor, and the Commander of the Oregon Army and Air National Guard. The federal bureaucracy is the group of government organizations that implement policy. The federal bureaucrats belong, for the most part, to the group of government agencies led by the president’s cabinet (the collection of appointed officials tasked with leading various federal government departments such as the State Department, Department of Homeland Security etc.) (Geer et al.). These department heads, known as cabinet secretaries, are appointed by each new president. The federal bureaucracy is responsible for writing regulations that implement the laws. In this, the federal bureaucracy’s importance cannot be understated. Congress passes laws, the president signs them, but it is the responsibility of the bureaucracy to actually implement them in the most effective, unburdening way.
Given constrained funding and the requirements of short-term national military objectives and longer term operations, the Army should balance the Total Force as follows: first, decrease the Active Component deployments and increase the Reserve Component, specifically the National Guard. Second, assign National Guard units to specific regions and/or missions so that their training can be focused on these conflicts. And third, increase the use of National Guard units to reduce active component use particularly for low-intensity conflict and short term missions.
An example of a bureaucracy would be the Federal Bureau of Investigation (FBI). The FBI has special agents of different origin like cyber crime, bank fraud, homicide, human and drug trafficking, in addition to forensic psychologists, psychiatrists and biologists. The agents with the most time in the bureau have higher positions, with director of FBI being the highest of this government agency. The director of the FBI has a massive amount of responsibility because he receives orders from the President of the U.S. and is chosen to address the press.
The Pennsylvania Army National Guard is a branch of the United States Army that is mostly used today for homeland security. Although the National Guard is not active like the Reserves or Active Duty Army, they still have the same requirements and same responsibility. More than 22,000 men and women make up the Pennsylvania National Guard and Air National Guard today.
