The last quarter of the nineteenth century brought a slow but perceptible change in American foreign policy. Discuss how that change developed down through the end of the Spanish-American War. Then trace the development of American foreign policy though the administrations of Roosevelt, Taft, and Wilson (to 1917). What assumptions and objectives lay behind their decisions? How did their foreign policies differ in focus?

According to the United States, democracy and Christianity were principal elements of a successful society. During the end of the eighteen-hundreds and throughout the beginning of the nineteen-hundreds, America tried to colonize and reform less fortunate nations. Following a social-Darwinist point of view, Americans took their “God-given” superiority to those who were incapable of establishing their own self-government (Doc. H). After much debate, American foreign policy towards the Philippines and Cuba was that it is our duty to rule them until they could rule themselves. We pledged to save the indigenous people from their savage, bloody, and corrupt ways of life. President McKinley’s foreign policy towards the Philippines stated that “they would soon have anarchy and misrule…there was nothing left to do but take them all, educate the Filipinos, and uplift and civilize them” (Doc. A).

Throughout the years, the United States government had made drastic changes in its foreign policies. The few decades from 1880 to 1910, which saw five different presidents all with very distinct foreign policies, were no exception. As a country, the United States progressed from being a country only concerned with expanding its territory out west, to being a country on the verge of becoming involved in the First World War.

During Roosevelt’s time in office, he strengthened the United States’ ties to countries around the world. T.R. was a foreign-policy activist. He involved himself in the relations between the Dominican Republic and the European nations that the country owed money to. The president was afraid that European powers would start to collect their money by using force and Roosevelt didn’t want that to happen in Latin America. Even though they were determined to remain detached from the Europeans, they believed it was their right to expand.

Throughout United States history, there have been a variety of trends in foreign policy. While these international relations are all unique, some share striking similarities. American foreign policy during the early 20th century in Latin America and the late 20th century in Asia are very similar as they share an important underlying factor: imperialism.

By late the nineteenth century the world was in an Age of Imperialism. The foremost European powers were all competing and swiftly increasing their territorial claims. Americans have always felt the desire to grow and expand the United States, they ultimately proved that with Manifest Destiny, when they settled from the east to the west coast. The idea of expansion overseas was something not new to the United States. The war against Mexico had allowed the United States to be carried into the Pacific and the issuing of the Monroe Doctrine allowed the United States to expand their sphere influence well beyond the Caribbean and into Latin America. American Historian Howard Zinn (1980) says that the Monroe Doctrine was, “Issued in 1823 when the countries of Latin America were winning independence from Spanish control, it made it plain to European nations that the United States considered Lation America its sphere of influence” (p. 297). Also, the very idea of imperialism is deep rooted and is expressed through that very ideal of Manifest Destiny. Bowles (2013) states that, “Many believed it was God 's plan for the United States to control the continent from sea to shining sea” (p. 8). With the outbreak of the Civil War, the idea of expansion and Manifest Destiny would be nonexistent, but this very idea of expansion outside the continent would return into the hearts of many American politicans and leaders at the end of the nineteenth century.

Theodore Roosevelt was a President known for a very dynamic and progressive administration, and his foreign policy in Latin America was no exception. His policies in Latin America were beneficial for the rapidly growing United States, but left an impact on Latin America that was both positive and negative. President Roosevelt took past policies of the United States, such as the unenforced Monroe Doctrine of 1823, and amended them to have the backing of the Navy in the early 1900s. One particular amendment was called the Platt Amendment of 1901, and opened the door to United States expansionism under President Roosevelt. It was under this amendment that Cuba quickly became the foundation for the new Latin American policies of the United States. The Roosevelt Corollary was another important part of Roosevelt 's Latin American foreign policy. Roosevelt believed that Latin America was quite vulnerable to European expansionism, and added his Corollary to the Monroe Doctrine which stated that should the Europeans attack, and should any Latin American nation engage in “chronic wrongdoing” such as outstanding debt, then the United States would intervene on their behalf. In essence, Europe would remain where it was, while the United States controlled the entire Western Hemisphere.
