Traffic Enforcement Observation

On the above date and time I was conducting traffic enforcement in the area of U.S. Highway 19 and Ridge Road.

While sitting stationary at the red light on Ridge Road (facing West), I observed a white Dodge pickup truck with a non-functioning tag light directly in front of my patrol vehicle. I briefly turned my patrol vehicle's front headlights out and again confirmed that the vehicle's tag lights were out. Furthermore, I could observe that the driver was unbelted with the belt buckle dangling. I had a clear, unobstructed view directly through the back, untinted window on the vehicle. My headlights assisted my observation along with the height of the vehicle (truck).

I advised the White male driver, later identified as Jessie Harold Hogan, of the reasons for the traffic stop. The defendant admitted that he forgot to wear his seat belt. However, the defendant denied knowledge of the vehicle's non-functioning tag lights. The defendant stated "I work for the owner of the truck, I just replaced some of the lights." photo. Upon conducting a check on D.A.V.I.D, I discovered that the defendant had 9 previous DWLSR's with multiple pending suspensions. Furthermore, the defendant's Florida driver's license was showing cancelled on 12/23/2015. The defendant was also listed as an habitual traffic offender as of 05/11/2015 (revoked for 5 years). The defendant had another "pending habitual traffic offender" charge effective 11-20-2017. The defendant was provided notice of the upcoming status on 10-20-2017.

Upon a check of the defendant's criminal history on eAgent, I discovered that he had multiple convictions for DWLSR W/ knowledge in both Pasco and Pinellas County FL.

The Pinellas, County convection was on 08-11-2015 (misdermeanor DWLSR).

The Pasco, County convictions were both for felony DWLSR on 05-18-2014 and 10-23-2015. There were also several other DWLSR convictions listed on the defendant's criminal history.

The defendant was then placed under arrest for felony DWLSR W/ knowledge. Post Miranda read by card, the defendant stated that he promised he wouldn't drive again if I "just let him go."
