On the above date and time I was conducting traffic enforcement in the area of U.S. Highway 19 and Ridge Road.
While sitting stationary at the red light on Ridge Road (facing West), I observed a white Dodge pickup truck with a non-functioning tag light directly in front of my patrol vehicle. I briefly turned my patrol vehicle's front headlights out and again confirmed that the vehicle's tag lights were out. Furthermore, I could observe that the driver was unbelted with the belt buckle dangling. I had a clear, unobstructed view directly through the back, untinted window on the vehicle. My headlights assisted my observation along with the height of the vehicle (truck).

I advised the White male driver, later identified as Jessie Harold Hogan, of the reasons for the traffic stop. The defendant admitted that he forgot to wear his seat belt. However, the defendant denied knowledge of the vehicle's non-functioning tag lights. The defendant stated "I work for the owner of the truck, I just replaced some of the lights." photo. Upon conducting a check on D.A.V.I.D, I discovered that the defendant had 9 previous DWLSR's with multiple pending suspensions. Furthermore, the defendant's Florida driver's license was showing cancelled on 12/23/2015. The defendant was also listed as an habitual traffic offender as of 05/11/2015 (revoked for 5 years). The defendant had another "pending habitual traffic offender" charge effective 11-20-2017. The defendant was provided notice of the upcoming status on 10-20-2017.
Upon a check of the defendant's criminal history on eAgent, I discovered that he had multiple convictions for DWLSR W/ knowledge in both Pasco and Pinellas County FL.
The Pinellas, County convection was on 08-11-2015 (misdermeanor DWLSR).
The Pasco, County convictions were both for felony DWLSR on 05-18-2014 and 10-23-2015. There were also several other DWLSR convictions listed on the defendant's criminal history.
The defendant was then placed under arrest for felony DWLSR W/ knowledge. Post Miranda read by card, the defendant stated that he promised he wouldn't drive again if I "just let him go."

On Thursday, July 14, 2016, at approximately 0847 hours, Patrolman David Stamets had a vehicle stopped on the 100 block of East Oak Street. Immediately after Stamets stopped the vehicle Your Affiant positioned his vehicle on the 100 block of South White Street near the Oak Street intersection facing southbound. When exiting my vehicle your Affiant observed a gold Pontiac sedan accelerating northbound on South White Street at an unsafe speed towards Stamets and your Affiant's location.
In summary, on 01/04/17 at 1745 hours, Ofc. Kelley #262 and I were patrolling the area of 5600 W 16th St., at which time I observed a vehicle with tinted windows and no rear registration light (05' grey Acura IL Q336438). A traffic stop was conducted on the vehicle.
It was reported to Ghere that Winbourn, Lonnie had been sending threatening texts to his ex-wife and daughter’s cellular phones. L. Winbourn had also left several threatening messages on the his ex-wifes phone. L. Winbourn’s ex-wife’s name is Winbourn, Terri (DOB 07-26-1971) had a protection order served on him February 28, 2017 and he began the harassing texts and voicmails. Deputy Ghere showed a text message to me that indicated L. Winbourn would shoot T. Winbourn and several other ways of harming her. L. Winbourne also indicated he would not go back to prison and would “shoot it out with the cops”.
On 07-25-17 at 0908 hours, I contacted Lopez at the above location for trespassing on State Property. I conducted a records check on Lopez, which revealed an outstanding arrest warrant. I handcuffed and arrested Lopez on the outstanding warrant. The handcuffs were double locked. I then transported Lopez to the Pasadena City Jail for booking.

SUMMARY OF THE FACTS: An officer from the Vista Lago Police Department pulled over a pickup truck belonging to Mrs. Atwater. The reason for the stop was because the officer witnessed Mrs. Atwater to be conducting her vehicle without her seatbelt on. During the stop, the officer also discovered that not only was she not wearing her seatbelt, but her two children were also not restrained with a seatbelt which is required by the State of Texas. The officer also discovered that Mrs. Atwater was not driving with a valid driver’s license, and failed to produce any type of valid insurance.

On 12-15-2015 at 1812 hours I was dispatched to 705 Mary Street in reference to a violation of and ex parte.
On 6-5-2016 Edwin Roger was stop for speeding (51/35). Upon speaking with Edwin an odor of an alcoholic beverage was detected from his breath. Edwin agreed to conduct a field sobriety test. There were several indicators during the Field sobriety test to lead me to believe Edwin had consumed an alcoholic beverage. Edwin admitted to consuming some alcoholic beverages before operating a vehicle. Edwin was transported to Madison Township police department to preform the BAC test. Edwin's test results were .153. Edwin was arrested for 4511.19A(1)A and 4511.A(1)D. Edwin was transported to Lake county jail and given a court date of 6-7-2016.
Upon arrival, I spoke with the alleged offender (Gomez, Erica DOB 03/23/86), who related she was involved in a physical altercation with her boyfriend (Hernandez, Arturo DOB 07/05/90) at his place of work (Cloverhill Bakery). Gomez further related she went to his work in order to collect money for child support. Gomez had signs of impairment odor of alcoholic beverage and bloodshot eyes. ON 09-03-2016 at 0930 hours, I was notified by Sgt Kelley of an aggravated battery which occurred at 2111 Roanoke Springs Drive.
