EARNED VALUE APPLICATION BARRIERS: Arguments on EVM application has born along with the EVM introduction itself, although all research made so far and solutions introduced, some old barriers remain, and some new has become more visible, which affects the accuracy and reliability of EVM . This problem is very popular in Middle East market and particularly in UAE. As markets has significant changes in short durations as explained earlier, introducing variation to scope or schedule will be most likely to happened . also with market’s value drop or increase ( including market demand and inflation factors ), different stakeholders will be most likely interested to introduce changes to project to match with present and nearby expected future conditions (Al-Malkawi and Pillai, 2013) . Such variations and changes will be strong barriers against implemented EVM as EVM always measure actual progress and cost against baseline budget and schedule, so unless those baselines got revised to accommodate changes, EVM will have no meaning.
