Step 1

a. The element with 1 proton, 1 neutron, and 1 electron is Deuterium. Deuterium is a stable isotope of hydrogen, containing one proton and one neutron in its nucleus. It is depicted by the symbol 2H.

Step 2

b. Atoms are neutral. An atom becomes charged when the number of protons does not equal the number of electrons. Similarly, Deuterium as an element is uncharged. As it has only one electron in its shell, Deuterium tends to lose its electron very easily and become positively charged because of the presence of proton in its nucleus.  

Step 3
c. Although deuterium is an isotope, is not radioactive. It is a stable isotope of hydrogen. Its stability is remarkable since the free neutron is unstable and undergoes beta decay. The decay of deuterium would be D⟶P+N+e+ν¯e, where, D is deuterium, P is a proton, N is a neutron, e is an electron and ν¯e is an electron antineutrino. The combined mass energies are 1877.05 MeV. But the mass of Deuterium is1875.6 MeV, so the decay cannot happen because conservation of mass/energy would be otherwise broken.
