A solution has a Fe2+ concentration of 5.0 x 10-3M.  

What is the minimum concentration of CO32- ion that needs to be present in order to cause precipitation of FeCO3?

In a saturated solution, the molar solubility of salt is used to determine the solubility product.  The compounds which have high solubility product are more soluble in aqueous solution. The condition for the precipitation is that ion-product should be greater than solubility product constant.
