How can you tell if CO2 or SO2 has a high boiling point (without knowing the boiling point) and why is one higher than the other?

The most important factor in determining the boiling point (without knowing the boiling point), is the intermolecular forces involved.

If the intermolecular forces between molecules are relatively strong, the boiling point will be relatively high and if it is relatively weak, the boiling point will be relatively low.

The relative strength of the four intermolecular forces is:

Ionic > Hydrogen bonding > dipole-dipole > Van der Waals dispersion forces.
