I don't think I explained the research scenario effectively.

I don't think it is a two-sample test, because we are comparing our sample (temperature between 1981-2017) on an already known mean which is 1951-1980, with an average temperature of 8.70 degrees Celsius. We are then comparing our sample to the already known temperature between 1951-1980 to see if there is a difference. 

In this case, a two-sample test would not be appropriate. In this case wouldn't a one-sample test be more appropriate?
