Solution -  Dear student Thank you for submitting your question . Since  the third part of the question require "Statistical software "  to solve we only answer the first 2 parts of the question.

Given in the question -

Year                                 Inflation Rate(%)                                 Unemployment Rate(%)

1996                                     3.0                                                                       5.4

1997                                      2.3                                                                      4.9

1998                                      1.6                                                                       4.5

1999                                       2.2                                                                        4.2

2000                                       3.4                                                                         4.0

2001                                       2.8                                                                          4.7

Step 2

Solution- From the table

To compute the rise in the Inflation compared in the previous Year We will Use The formula
Change in the Inflation = Inflation in the Present Year - Inflation in the previous Year
Change in Inflation between 1996 to 1997
Change in the Inflation = Inflation in the Year 1997 - Inflation in the Year 1996
Change in the Inflation = 2.3 - 3.0
Change in Inflation = -0.7
Here change in the Infaltion is negative so we can say that Inflation decrease between 1996 to 1997
Change In the Inflation between 1997 to 1998
Change In the Inflation = 1.6 - 2.3
Change in the Inflation = -0.7
Here change in the inflation is negative so we can say that Inflation decrease between 1997 to 1998
Change in the Inflation between 1998 to 1999
Change in the Inflation = 2.2 - 1.6
Change in the Inflation = 0.6
Here change in the Inflation is positive so we can say that Inflation Increase(rises) between 1998 to 1999

Change in the Inflation between 1999 to 2000
Change in the inflation = 3.4 - 2.2
Change in the inflation = 1.2
Here change in the inflation is positive so we can say that Inflation rises between 1999 to 2000
Change in the inflation 2000 to 2001
Change in the inflation = 2.7 - 3.4
Change in inflation = -0.7
Here change in the inflation is negative so we can say that inlation decreses between 2000 to 2001
