Chlorine is electronegative as compare to the carbon atom. Therefore, in a carbon chlorine bond, it pulls the electron density towards its self. Due to shift of the negatively charged electron towards the chlorine atom, the carbon gets partial positive charge and chlorine gets partial negative charge on it. It makes the bond polar.

The structure of CH2Cl2 and CHCl3 is shown below. The net dipole moment generated by a C-Cl bond is not cancelled by other C-Cl bonds. That is why, CH2Cl2 and CHCl3 are polar molecules.
