What is the difference between proportions and qualitative variables?

Any variable is classified as qualitative and quantitative variables.

Qualitative variables are categorical variables which are not nemeric. Some times numbers are also assigned to qulaitative variables which do not have significance like numbers 0 assigned to failure and 1 assigned to success. Other examples are like colours, names etc.
