Step 1

In the formation of the chemical bond with the same or different elements, all elements tend to complete their octet configuration. It is known as Octet rule.

The octet configuration (means 8 electrons in the valence shell of the bonded atom) can be achieved by either sharing of electrons to form a covalent bond or by the complete transfer of electrons that leads to the formation of an ionic bond.

Step 2

The lone pair and pi bonds on bonded atoms can be delocalized to form different resonating structures. These resonating structures stabilize the molecule. Therefore more delocalization of lone pair will increase the stability of the molecule.  Resonance causes different formal charges on each bonded atom.

The resonance structure which has the most stable formal charge on bonded atoms is the most stable resonance structure.

In the given option, the compound / ion with a lone pair and pi-bond must show resonance. H2CO, CO2 and XeF4 cannot show resonance as all the bonded atoms have octet and stable.
