American homeless populations are around 71% in central cities. Bigger cities tend to have larger numbers of programs in place to help. Knowing this drives homeless people to larger cities increasing the percentage of homeless in these cities. When a person thinks of their career they move where the jobs are, on the other hand homeless people go where the help is.
Not saying helping them is a bad idea, but it should be more spread out across our nation to reduce high percentages. To install another program like free/reserved hotel rooms would only increase the homeless population in the areas allowing it to happen. If a hotel reserved rooms how would they truly know who was staying in the rooms. You could walk into a hotel offering these programs and say you were homeless, so why couldn’t someone with harmful intentions. Here in Tahoe, we are lucky enough to experience a great quality of life, and only a few have to face the horrible life of poverty and homelessness. However, nationwide, even right outside the basin, homelessness is a growing epidemic across the country. There are many ways one can become homeless; for the most part poverty. There are also different concentrations of homeless in different types of terrain, such as urban or suburban areas. Last, there is the ever- growing homeless population, and how much money it costs us for others to live in poverty. These are the questions we ask ourselves about homelessness, and the only way we can help is to know the facts about this lingering
Besides being the most responsible for addressing the problem, government officials also have the most to gain from a successful policy proposal. This is why government officials are also this proposal’s target audience. If the homeless population can be reduced or the issue completely resolved to the point where homelessness is no longer an issue, government officials would benefit greatly from the publicity of such success. City officials, given their responsibility, are thus both the key player and target audience for this policy analysis and proposal.
The number of homeless citizens continues to grow throughout the country as well as the number of police officers being pushed to work the cities. The U.S. government, middle, and upper-class citizens in the United States should come together and fund communities in large cities like Chicago in the next couple years to lower the amount of homeless people living on the city streets. In these communities they can build schools for those with children so they can learn while their parents work and build income. As well as providing two to three community hot meals for the families to eat. They can even build facilities where the homeless who struggle with addictions live and receive treatment such as counseling and inspirational speakers visit to share their testimonies.
Influencing Indiana State Policy on vacancy for the homeless. In the city of South Bend Indiana there are two shelters build for the homeless community. There are thousands in the state that are left with no shelter, many of these people have families. Hundreds are living on the streets. I believe there should be more vacancy for the homeless community. Why? Because no one should be living on the cold streets with families, this mater is important to me. On my daily commute I see many homeless people with their home-made signs asking for money and or food. The homeless community is highly affected by the limited space locally, once beds are filled at the Center for the Homeless they get directed to the Hope Ministry. Most homeless people would rather sleep on the streets than go to the Hope Ministry because, they do not like the policy there. What can South Bend, Indiana do to improve this issues and accommodate the homeless community?
Wendy Koch from US today stated,” The number of homeless people in rural and suburban shelters jumped sharply: 32% of all people in shelters compared with 23% in 2007” (2009). She also pointed out that after the recession began, the problem of homelessness has migrated to rural and suburban areas.
Homelessness is a choice that people choose to take, because they feel and think they are less fortunate in life cost to much. That living on the streets may be easy, then having so many responsibility to keep up with. Being homeless, a homeless would carrying everything they need for survival, traveling lightly with personal things and eat at places that feed them for free. This leaves the responsibilities of taking care of bills, car insurance or other things out of picture. There are many reasons why people choose to being homeless, cannot afford rent, addictions, or a severe mental illness.

According to Foscarinis (1996), we need to focus on long term measures opposed to emergency relief of the homeless. We need to focus on what causes people to be homeless fundamentally. “Everyone has an interest in pleasant public spaces and that no one has an interest in living on the streets” (Foscarinis, 1996, p. 3). When one is attempting to address and/or fix the issue of homelessness, it is important to understand the types of classifications, or different groups, of homeless. The first and largest group of homeless that needs to be addressed is the chronically homeless. The chronically homeless represent 10% of the single homeless population, and itself represents approximately 50% of homeless people, over time. The next group is the episodically homeless group, who use shelter repeatedly, and should probably be dealt with first. This group makes up around 9% of the single homeless population and carries a high cost when housed in shelters. The high cost comes from the member’s constant interaction with other very costly public systems, like jails and prisons and hospitals. All of this cost is then passed on to the tax payers and not the members themselves, which is why it is so important to deal here first.
