1. The focus of this paper is the total force initiative and the positive impact that it should have on the Air Force. This concept will allow the cost of reequipping the Air Force to be split between three different allotments of funds. The opponents to this policy claim that the active duty budget will decrease causing a reduction in the number of professional airmen. This argument is countered by the integration of Active Duty (ADAF) personnel with Air National Guard (ANG) and Reserve (AFR) units 2. Those who do not support this concept believe that this will take funds that should be allocated to the ADAF and give them to the ANG and AFR. The lack of these funds will cause a drawn down in the ranks of full time airmen; causing a reliance on part time Airmen who are not as competent as their ADAF counterparts3. In war time this proficiency gap will decrease the nations fighting ability4. Furthermore if the funds are not split then ADAF aircraft could be replaced in a timelier manner with new models of their current platforms or new gen 5 fighters. 4 This initiative not only relays on ANG and AFR units to have up to date equipment, but it also integrates ADAF personnel with ANG and AFR units5. This integration allows the ANG and AFR personnel to learn from their ADAF counterparts, increasing the combat effectiveness of these units. The air force can then rely on the ANG and AFR units as they would the ADAF. This saves valuable dollars that can then be spent to rearm all units. 5. In Summary the Total Forces policy will allow the Air Force to maintain defense capabilities at a reduced total cost through careful balance of the ADAF component, AFR, and ANG forces6. This might potentially decrease the ADAF budget, delaying their purchase of new platforms, but it will not decrease combat effectiveness. In this sense, the military is important to America, especially the Air Force. The Air Force provides security and safety to the people. Military lifestyles are usually not everybody’s first choice in the beginning. Particularly, the U.S. Air Force is not always is not always the first branch that comes to mind when thinking of the future. The quick evolving military environment, needs the US Army redouble its efforts to reduce the uncertainty associated with the downsizing. There are some predominant principles that can guide the Army’s efforts in minimizing the impact of uncertainty during the force reduction. Even with major political and legislative challenges, keeping balance among the different proportions of readiness is a goal of US defense policy. During the budgetary preparation, downsizing of the armed forces often becomes one of the first victims of fiscal reduction. The history of force reductions after the Cold War era and Operation Desert Storm proves the reliance on contract support to America’s fighting force was important to accomplish the mission. (CGSC, 2015). The Army should maintain its level of contract support relative to the current budget constraints and force reductions. Contract support with oversight from Army Material Command is a force multiplier but will require several mitigation measures in order to be effective in future campaigns.
In conclusion, the history of Air Defense is a broad and cultured history spanning from the early 1800’s to present day. Our proud branch has fought in many wars like the Korean War, Vietnam War, WWI and WWII, Desert Storm, and of course Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF). The contribution ADA has given to OIF and OEF has not only evolved the way we combat aerially but has changed the dynamic of which we fight our wars
Given constrained funding and the requirements of short-term national military objectives and longer term operations, the Army should balance the Total Force as follows: first, decrease the Active Component deployments and increase the Reserve Component, specifically the National Guard. Second, assign National Guard units to specific regions and/or missions so that their training can be focused on these conflicts. And third, increase the use of National Guard units to reduce active component use particularly for low-intensity conflict and short term missions.

Force management, or what is really otherwise known as planned comprehensive change, is in reality a complex and interwoven process. Though it was designed within the confines of a systemic approach referred to as the DOTMLPF (Doctrine, Organization, Training, Materiel, Leadership & Education, Personnel and Facilities), in reality it is meant to enable both dutiful and well-thought out change as well as faster, more urgent adjustments in accordance with the evolving nature of war and information gathering tactics. The Army, as one branch involved in this initiative, focuses most of its attention in this regard on the organizational sector because of the way it facilitates an adequate and democratic step-by-step system of review (Student Reader, F102:2). But the fact is that even this initiative remains multi-faceted and appears to be rather bureaucratic in nature (it has five phases, which seems antithetical to an urgent change process), which might not be surprising since implementing the type of changes that are demanded can have major implications of all sorts. Still, it does appear that this concentration is being well received and that it will eventually serve its goal even if it does not appear that way when detailed on a point by point basis.
Moreover, the Army is not the only who has experienced decreased readiness, for example, there have been budget cuts across the board which have resulted in “The Air Force is the smallest and oldest it has ever been”(Cooper). “80 percent of United States Marine Corps or (USMC) do not have the minimum number of aircraft they need for training and basic operations”(Cooper). “The Navy’s fleet is the smallest it has been in nearly 100 years”(Cooper). Accordingly, all parts of the Armed forces have experienced budget cuts due to lack of attention and the fact of a president who does believe in the armed forces. The BCA has forced liquidations and sequestrations on the armed forces which has caused them to seriously decline in the past 5 years under the Obama Administration. Notwithstanding, to fix this problem we will need to provide more funding for the armed forces and repeal the BCA and other military sequestration
Many Air Defense units today have a long history that runs deep with accolades and awards. One of these units is 3-4-ADAR. Third Battalion (Bn.) Fourth Air Defense Artillery Regiment (3-4 ADAR) is the most decorated Air Defense unit in the world. The Air Defense Branch is a relatively young branch by comparison. The ADA Branch originates from the Field Artillery Branch. AD did not become a branch of its own until technology advances made it necessary for a change. As plains started becoming a part of combat, the more need there was for AD. Our branch became its own, as air superiority became the deciding factor in winning wars.
There are many ADP’s that build the structure of the Army for my battle buddies and myself. This paper will focus only on one of those ADP’s. ADRP 4-0 is the army doctrine based on the sustainment of army missions. Sustainment is known to be broken down into three main elements. These elements consist of logistics, personnel services, and also health service support. This ADP applies to unless otherwise stated to Army National Guard, Active Army, and also Army Reserves. The policy focuses on how the components of sustainment warrant operational success. It gives the Army forces freedom of action, operational influence, and prolongs durability. The mission is completed by making sure that the Army services are prepared and tangibly available.
