There are many interpretations of Artificial intelligence. Merriam Webster’s online dictionary defines artificial intelligence as “A branch of computer science, dealing with the simulation of intelligent behaviour, in computers or the capability of a machine, to imitate intelligent human behaviour” (Artificial Intelligence, 1828). From an ethical perspective. Giving control to weaponized Artificial intelligence is allowing robots, with little to no human emotions and morals, to make a life or death choice, without the supervision of a human being, that can affect a living person or population (Bostrom and Yudkowsky, 2017). Moreover, militarised A.I. will give nations with a high financial ranking, the lead in a global arms race, whereby nations with an economic advantage will compete to create weaponized artificial intelligence (Conn, 2017). This will grant them the power to occupy countries with lower economic standing and execute plans that may affect millions of people’s lives. In a communist country that can work to humanities disadvantage, for instance, Roderigo Duarte’s war on drugs in the Philippines, or Hitler’s Holocaust whereby one person was able to almost destroy an entire race of humanity. Accordingly, militarised A.I. are also capable of surveillance, thereby diminishing the public’s right to privacy exponentially (Yampolskiy, n.d.). Consequently, artificial Intelligence will also be limited to the creations of mankind and relating errors, until such a time when an A.I can perform upgrades on themselves (generating a new problem in itself) until such an occasion, however, it is still a possibility that human related errors will occur. The US has discussed AI issues with Japan, Korea, Germany, Poland, UK, and Italy. The issue of AI is also being discussed in the UN the G-7 and the Organization for Economic Cooperation and Development. (Source 7). During these meeting it was recommended that the US government should develop a government-wide strategy on international engagement related to AI and should have strategies to account for the influence of AI on cybersecurity. Artificial intelligence in weaponry also raises the concern of “meaningful human control” in life or death situations. This could take the humanity out of fighting, if soldiers no longer have to face the people they may have to kill, who is to say they won’t shoot anyone they suspect of doing something unsavory. This is just a concern that should be addressed when deploying artificially intelligent machines to act in place of an army. On a different note, the use of AI may be able to predict attacks prior to them even occurring. An AI monitoring tool called iAWACS, or internet airborne warning and control system, is able to comb through tweet and images and predict the general mood of digital conversation (Fung). For those who do not know, artificial intelligence is exactly what is called, an "intelligence" through a computer that is artificially created by humans. A.I. is defined to be able to learn and use the information it learns to produce "thoughts" of its own, almost as if it were a thinking human. Artificial Intelligence should be something helpful to us and not be something that can go against us. In an Article Elon Musk says that there are 3 rules for A.I and what should be done. A.I shouldn’t be for cyberbullying and tell people to do certain things that are not supposed to be done. Also, it shouldn’t give out personal information of whoever the provider is. With having these A.I robots they will know so much information and probably secret information that maybe the government doesn’t want out. Elon Musk states “A.I should not be weaponized, and any A.I must have an impregnable off switch” (The New York Times). He’s right what if something were to happen and they can’t shut them off and what if they have so much of everybody’s personal information that gets released.
Two months ago Open AI’s artificial intelligence beat the world’s best Dota 2 player in a one versus one battle. Unlike chess or go, Dota 2 doesn't have any simple rules that can be converted into algorithms for the AI. Instead it was merely given the controls, a goal, and time. It learned how to play just from two weeks of failures against itself until it was better than every human. This is the first complex, non algorithmic victory for AI and it is slightly terrifying because it means they can learn tasks more complicated than simple logic based rules, such as dealing with unpredictability on the jobsite or human error. In the book “Computer Science and Artificial Intelligence” by the National Research council staff, and published by National Academies Press, they talk about the importance of Artificial intelligence in the department of defense, especially in this day and age. They talk about how AI could help increase national security while reducing the risk for humans in hostile environments (ch.2 pg. 14). Along with that, it states that if we could advance far enough, the goal is to entirely replace the need to risk human life or injury in hostile places by creating robot surrogates that are programmed to behave in a socially acceptable way. With the combination of humans and remote controlled robots we could productively and safely fulfil necessary functions in very dangerous places. Also mentioned is the high quality and speedy production of systems, computers, and other technologies. Automated production technology is considered inexpensive and effective. To add on to what the National Council has said, I think that it’s rapid, reliable production is a wonderful way of protecting and defending ourselves, some people might argue that these robots are just machinery that costs money and are replacing our jobs, but I believe that the value of a human life is much more expensive than the technology protecting us.
