A study conducted by Emilie Oftedal of the Norwegian Defense Research Establishment analyzed data on the financing of 40 jihadi cells that have plotted attacks against targets in Europe between 1993 and 2013 and concluded that funding for these attacks was illicit trade which specifically included drug trafficking. The study revealed that three quarters of the plots cost less than $10,000 to plan. The 2004 Madrid train bombings killed 191 people and injured another 1,600 was financed primarily by the leader of a small drug trafficking network that smuggled hash from Morocco and ecstasy from Holland to Spain.
