As it stands today, low income families who depend on school provided services, such as free or reduced meals and childcare, will be denied access to these services in the event of a disaster or school closure. Our solution to this problem is to provide the students who have applied and qualified for CAM (Closure Assistance and Mitigation) Cash with an emergency credit that will be loaded to their student ID cards in the event of a school closure. The CAM Cash can be used at participating organizations which have agreed to offer either free food/childcare or at participating businesses who agreed to offer discounted fares. By simply combining several programs that are already available and known throughout the community, it is believed the CAM Cash program would likely be accepted throughout the community and that many organizations would be willing to participate. As time progressed, an office related specifically to the CAM Cash program would likely need to be opened, and several individuals, whether employed or volunteers would be needed to operate the program, update the website, process the applications, and work with the local school districts. Although this appears to be a large undertaking, it is really a combination of practices and programs that are already established and therefore the startup and continuation of the program would be rather simple. Under the Stewart B. McKinney Homeless Assistance Act, the fifty states, Puerto Rico and the District of Columbia received funding to investigate the number and the needs of homeless children, to identify obstacles that would prevent them from receiving an education and to develop a plan to overcome these problems (Pawlas, 1996). The McKinney Act also provides emergency food assistance, adult literacy instruction, job training, health services and other programs. Under this act, homeless children are ensured access to the same, free appropriate public education other children in the state receive.
In an effort to address the youth and child poverty issues, the local government created the Child Poverty Prevention Council fund in 2008, its purpose and its goal to present and establish “programs which will reduce child poverty in the state by 50% over the next 10 years” (Child Poverty Prevention Council for Louisiana, 2009). Most are hungry, don’t have a place to do homework with an internet connection, or even a place to shower. School becomes a hope and distraction for them, and most likely is their only way of escaping homelessness. Homeless children and youth who become homeless can choose to continue school in the school they were attending before they became homeless or they can chose to attend school in the area in which the child is actually living. The decision is based on the best interest of the child, and the school must give consideration to a request made by a parent. Homelessness is a major issue and there are not enough laws to support it. One of the policies that has a lot of history and has being going on for a long time is The McKinney Act where it addresses long-term solutions for homelessness children. The McKinney act is funded by the government and treats children the same to make sure they get their education under their circumstances. It gives them the opportunity to learn and gain enough knowledge, to be able to make a change in their lives. Unfortunately the act was declined from many states because of its insufficient funds and it’s failure of the mission and goals. Also, this article explains the critique of this act. Some of the critiques that imply to this act are not identifying families and students that are homeless in schools due to not enough staff, not enough funding, lack of knowledge and lack of awareness of the needs that homelessness needs. On the 29th of August in 2005, a category five hurricane named Katrina made landfall in New Orleans, Louisiana. The winds of the storm were up to 174 miles per hour with a surge of 20 feet of flood waters. This hurricane was so strong it broke this city’s only hope of protection; the levees. The flood waters destroyed more than half of the city’s homes, schools, and businesses. The storm left the city in ruins with little hope of rebuilding.
