The purpose of making changes to legislation is to ensure that children and youth are safeguarded against sexual violence while in the care of the government. We are proposing changes to provincial legislation in British Columbia (BC) as child protection workers work with BC legislation. The Ministry of Child and Family Development (MCFD) is required to report critical injuries, which include sexualized violence, to the Representative of Children and Youth (RCY) (Turpel-Lafond, p.4, 2016). The rate at which children and youth disclose sexualized violence is quite low, and if the children or youth choose to disclose what has happened it does not come “until years afterwards” (Turpel-Lafond, p.6, 2016). There is an array of different reasons as to why children and youth may not disclose their sexualized violence, such as: fear of getting someone in trouble, blaming themselves, feeling embarrassed or ashamed or afraid, threats from the perpetrator, or accepting what has taken place as “normal” behavior. Due to a lack of reporting to authorities it is difficult to fully determine the extent of sexualized violence perpetrated against children and youth. However, in a BC survey an estimated 13% of female and 5% of male children and youth have reported being sexually abused, the rates were even higher for Aboriginal youth with 23% of females and 7% of males (Turpel-Lafond, p.6, 2016). Children who have experienced or witnessed other forms of violence in their home or whilst in care are less likely to ever disclose. “Abuse is still seriously under reported. I was told by leading British social worker that when they hold training courses for employees, they find that a third of the females and slightly less of the males come forward to talk about their childhood experiences of being abused. Over ninety percent of parents as some time hit their children – and some people hit them several times a week – so there is a great deal of emotional hurt, fear and physical pain in the world today” (Davis 251). For this reason alone it makes perfect sense why violent crime rates are so frighteningly high.
This ethical issue that I have decided to write about is a matter that has occurred in many medical facilities across the world. I have made up some names for this case study but the incident is real. This case study involves a physician named Derek Johnson M.D. This physician worked with numerous of nurses and other health care professionals and most of them believed Dr. Johnson had a narcotics problem. The United Nations reported that each year in Canada an estimated 362,000 children witness or experience family violence these figures are hard to reflect on when we look at the amount of women affected by IPV that could be their mothers (UNICEF, 2006). When we look further at research that shows children who witness violence are more likely to grow up to become victims or abusers themselves this is where many would agree to the fullest that children in an IPV atmosphere should be removed to prevent them any problems in the long run (Royal Canadian Mounted Police, 2012).
7/13 Worker went to the home of Crystal Sebastian. Worker knocked on the door and Crystal greeted the worker and invited the worker in. Crystal had a quarter sized hicky on the left side of her neck. As the worker and Crystal walk into the apartment Crystal shows the worker Josilynn's hover board for her birthday. The apartment was unorganized and messy. Worker and Crystal sat down in the living room to discuss court, ACR and Services. Crystal is working for the news paper route currently and seeking employment. Worker spoke about visitation and gave Crystal the 502 forms to fill out. Crystal spoke about visitation supervised and unsupervised. Worker stated that the worker did not have the man power, but it was an option to look into.
Mark volunteered to help with the community arts festival; he was supporting the not-for-profit organization as he had in the past. However, he did not know his good intentions as a volunteer would cost him his job as an assistant manager. The retail store’s phone number was printed in the festival advertising in error and ticket requests overloaded the phone lines, causing loss of business and annoyed the store manager. As a result, Mark was seen as the cause of the problems and terminated.
In 2008 the findings of the Public Health Agency of Canada estimated 235,315 investigations of child abuse. This investigation stated that the primary categories of maltreatment includes physical abuse, sexual abuse, neglect, emotional maltreatment, and exposure to intimate partner violence (Public Health Agency of Canada, 2010). However, sexual maltreatment of children wasn’t truly defined until 1974 when Child Abuse Prevention and Treatment Act provided us with a legal definition of sexual abuse (Feerick et al., 2006):
Some children do speak out about their maltreatment, but many will never will. Crimes against children are hushed often by reasons such as fear, shame or because the perpetrator is one of the child victim’s very own family members (“Prevention Plan”). Then there are victims so young or disabled that they literally can’t speak out. Dues to this, crime statistics cannot accurately represent the full multitude of children who are victims of neglect, physical, and sexual abuse (“Prevention Plan”). However, in the cases that have been reported over the years, authorities can deduce that both boys and girls are equally likely to suffer maltreatment, neglect and physical abuse (“General Child Victimization”). In cases of sexual abuse, girls are more likely than boys to become victims (“General Child Victimization”). In the majority of cases involving child victims, victimization rates run higher amongst the youngest and most vulnerable children; such as a child with disabilities or illnesses (“General Child Victimization”).
