A report was received on 06/05/2017 alleging that the mother (Hermionne) left Ashante (C-V 17) with a non-relative since 02/2017 without any legal rights. According to the report, the mother refuses to take her child back home and will not engage with Ms. Aarons (caretaker) to provide legal documentation for the child to be enroll in school and taken to a Primary Care Physician. Ashante has not been is school for the past 4 months and are unable to enroll in school without paperwork. According to the report, Ashante self mutilates her arms, and the mother refuses to get counseling. The report indicates Ashante was to follow-up with a Cardiologist for a chest pain and the mother refuses to take her to the doctor.

Randall Thigpen is a case manager professional interviewed for this assignment. The introduction and purpose of the interview was done through the phone, but the questionnaire was sent via email. Randall’s official title is Placement Desk Coordinator. Randall provides services to foster care children in the Arapahoe county DHS in Colorado. Although the Randall does not have a nursing degree, eight years of experience working with foster care children was valuable when providing information about the population of interest. Some of the responsibilities include finding a home for children who are removed from their home and their parents or caretakers are regarded as not fit to take care of their children. Other job responsibilities include the supervision of other case workers and to ensure the safety and wellbeing of the child in foster care through continuous assessment of the current placement and adjustments as necessary. This amicus brief reflects the balance between psychology and law by applying them both to decide which is the best option for child placement. The law states that the child should be place with a relative when possible. However, the attorneys are also reaching out to see what effect this could have on the child psychologically. The person involved in both investigations is Ms. Kassidy Pullara a fourteen year old T.C. Williams High School student. I contacted Doris L. Stanley (Guardian) and was granted access at school to interview Kassidy Pullara in school.

The following project, will address the case of Rita and Christiana C . after concern was provided by a neighbor, who reported that 2 years-old, Christina, seemed underweight, neglected and presented facial bruises. She is cared by her currently unemployed single 19 year old mother, Rita C., in a one bedroom apartment in a lower-income neighborhood of Pleasantville, CA. Under these circumstances, a caseworker was assigned by Child Protective Services to visit the home in order to identify the potential impacts and implications for the developmental growth of Christina C. In order to advise Judge Thompson, this project will focus on providing careful explanations that describe the familial and parental characteristics of the socio-cultural environment that favor the removal of Christina from Rita 's custody, followed by the explanation of why the attachment between the parent and child provide reasons that are against the removal of Rita 's custody of Christina, to end on a recommendation on which course of action will best benefit the child.

Foster Care and Adoption are the most multi-faceted areas of child welfare. Foster care consists of placing children outside of the custody of their parents or legal guardians. This out-of-home placement can be temporary or long-term. Adoption on the other hand, consists of the legal and permanent process that establishes a parent/child relationship between individuals not related biologically (Downs, Moore, & McFadden, 2009). These two areas of child welfare are constantly evolving and the decisions made on a child’s behalf can affect many areas of their biological, spiritual, social, and emotional wellbeing.

In the past few decades there has be an increasing amount of children placed in the foster care system. With the amount of rising teen pregnancies and maternal drug abuse means increasing numbers of infants abandoned at birth. There have been many cases of child abuse or neglect that have been on the rise. State and local agencies are unable to suitably supervise foster homes or arrange adoptions. Statistics show that many children will spend most of their childhood and teenage years in the foster care system, which has shown to leave emotional scars on the child. Today, Child Welfare groups are looking for federal funding and legislation to increase programs and services aimed at keeping families together.

The foster care system exists in order to enhance the lives of children whose parents were deceased rather than because of abuse today. Our outlook, principles, and ways of being concern for and protecting abused or neglected children and looking after families has shifted greatly throughout history. In this paper I will discuss and inform the readers on the three main components. The first part will discuss the foundation and growth of the foster care system as time pass. Secondly, describe the contemporary state of the system within the United States, including pertinent statistics. Lastly, considering future guidelines intended for the system, including ways in which the system can progress throughout the time.

The chosen population of interest for the course project is children who are placed in foster care. Children in foster care are considered vulnerable due to a variety of reasons for which they are taken away from home and placed in the child welfare system. Foster care children are often removed from their home due to physical abuse, drug exposure, or in some cases due to parental inability to fulfill the child basic necessities. Foster care children are at greater risk of mental, health, and behavioral problems (Lovie, Beadnell, & Pecora, 2015). Case management is an essential part of the care plan to improve the outcomes of the population of interest. Foster care children face additional problems when the health care system is inadequate.

At the time the child was a year and half old, the mother placed in family daycare center that was in a provider’s apartment. The provider also cared for four other children between the ages of one and three. The child was in the providers care from the age of one and half until she was three years when she started to attend a full day preschool program. The mother reported no concerns during this period of the time and stated that her daughter was an easy child who listened. She also reported that her child was curious and liked to explore many different things and that she especially liked playing with puzzles and books. The mother reports potty training also being easy and that her daughter learned quickly and was full potty trained within in a week.

Child C is a seven year old boy. Having read through the referral form I am aware that Child C had been displaying aggressive and angry behaviour in school. He comes from an unsettled home life and has experienced a high level of domestic violence within his family home. Child C has spent time living with his grandmother

More than two-hundred and fifty thousand children enter the foster care system each year, making it extremely difficult to find the right caregiver for each child. There are so may effects on the child that last their entire lifetime, making it difficult for them to trust others. Not being able to trust their peers, they often find it hard to make friends and long-term relationships last. Fortunately, there are many results that can improve everyone’s position in placing the child. Foster care agencies repeatedly create destructive situations due to the selected caregiver, as well as the plethora of glitches that are created. Due to the unacceptable and inappropriate selection of foster parents, the child frequently experiences difficulties and disadvantages later on. Most children are placed into foster care because of mistreatment and experience the same treatment in their foster homes. Unfortunately, a lot of times the foster parent will take their anger out on their foster child, making a wide array of short-term and long-term complications for the child.

After years of contemplation and assignment of these preparations to abolish child abuse, the foster care system exposed an onslaught of problems resulted regardless of their best efforts.
