This was a huge issue when it came to sharing intelligence. This was perhaps one of the many reasons that the terrorist of 9/11 were so successful. Shortly after 9/11, the United States found its self in need of an all-encompassing organization that shared information under one roof that enabled better protection of its infrastructure and its people at home, not just abroad. Due in part to September 11th attacks the federal government established the taskforce “National Joint Terrorism Task Force” (NJTTF). NJTTF represents 41 government agencies, collocated at the national, which operates a Counterterrorism Center and Domestic Terrorism Operations Section. Its mission is to cooperatively communicate with the following communities: Defense, public safety, homeland security, and intelligence. They share information such as terrorism threats and intelligence, support the Counterterrorism Division and support and manage JTTF. JTTF is the origin NJTTF originated. This will allow for addressing issues concerning radicalization and recruitment of domestic terrorist in the United States prisons and jails.

The most important, and most difficult, challenge for the country--Congress as well as the President--is to create an anti-terrorism coalition in Europe, Asia, and Africa, as well as the Middle East that will suppress terrorist conspiracies at their roots. This cannot be done by the United States and NATO from outside, but must be done internally through effective law-enforcement and education by governments, many of which we have been at odds with over a whole range of issues. To induce neutral, indifferent, and even traditionally hostile governments to effectively stop terrorist conspiracies, to deploy sufficient police effort to law-enforcement, to share intelligence information, and to cooperate securely in trans-border investigations, will require significant inducements. This will be the hard part.

Together, the United Nations has adopted strategic and operational approach to fight terrorism by implementing practical steps and measures that counter-terrorism threats and activities. According to Counter-Terrorism Implementation Task Force (2017), the United Nations General Assembly adopted the Global Counter-Terrorism Strategy on September 8, 2006, implementing key strategies and approaches with world leaders giving a clear message that terrorism is intolerable in all forms and world leaders are taking steps to resolving and preventing terrorism and combat. Those practical steps consist of multiple measures ranging from coordinating the United Nations and state strengthening capacity to counter-terrorism

So far, terrorism has been a key obstacle to many foreign nations, as they are struggling to prevent terrorist attacks. From the year of 1997 up to the year of 2003, international terrorist attacks have gone from less than 500 to almost 3000. Overall, global terrorism has grown by almost 1200% from 1997 to 2003. When the September 11, 2001 attacks occurred the United States responded in a manner which was seen as a traditional reaction to such an attack; it used its overwhelming superior military to invade the nation of Afghanistan. As Afghanistan was the operating base of the terrorist group responsible for the attacks, Al Qaeda, the invasion all but destroyed the group's operating capacity. But in response to the United States' apparent victory the terrorists have re-organized themselves into a looser confederation and turned to alternative methods of finance and operation. One could say that the success of the American military's answer to the September 11th attacks have created a new environment in which terrorists currently operate. This includes the use of the internet, unconventional alliances with international criminal organizations, as well the inception of the "lone wolf" terrorist. Faced with these new type of threats, the United States and its allies must find a way to identify and deal with them.

Terrorism is a massive problem--everybody realizes that. Regardless of origin, culture, country, or political standpoint, every sane person understands that terrorism is something that is still relatively prevalent in the world, and something needs to be done about it. The problem, however, is that there is no easy solution. The United States tends to take overbearing control and responsibility for all terrorist threats, groups, and attacks, but this is simply not reasonable. Although we cannot expect every country to take initiative against terrorist threats like ISIS, sustained international coordination is necessary to effectively confront transnational terrorist groups (Shirkey). This way, the US can begin taking care of themselves and their own country, as they still have many issues that have yet to be solved. While working together is important, though, it is not the key to solving the problem. What we must do in addition is investigate and address the root causes of terrorism, and analyse them in detail in order to best combat terrorist groups at their roots.

On September 11, 2001 terrorism became a reality! There is no way for the United States to prevent future attacks on Americans without working as a coalition force with the other nations to identify, track, and eliminate terrorist networks around the world. One of the main problems with fighting a war on terrorism is that the nations of the world have become accustomed to working alone as individuals vice working together. The United States will need to change its approach in order to conquer the worldwide threat of terrorism. The way to defeat terrorism at home and around the world is to form an international counter-terrorist task force.

As a direct consequence of September 11, a number of substantial challenges lie ahead in the area of counter-terrorism..   The most prominent of these is the changing nature of the terrorism phenomenon.  In past years, when terrorism was largely the product of direct state sponsorship, policymakers were able to diminish prospects for the United States becoming a target using a combination of diplomatic and military instruments to deter potential state sponsors.  Today, however, many terrorist organizations and individuals act independently from former and present state sponsors, shifting to other sources of support, including the development of transnational networks.

The 9/11 terror attacks is one of the historical and fatal events that changed the United States of America forever, especially in relation to terrorists and terrorism. While these concepts were on the minds of very few people in America's population before the attacks, the 9/11 incident made terrorism to become one of the major concerns for the whole nation. This is despite of the fact that they were carried out in New York City, Washington, and parts of Pennsylvania. Since it was a major concern, the terror attacks dominated all kinds of media and contributed to increased security measures for average Americans. Moreover, terrorism currently provides a major threat to global security that any time in American and global history (Dyson, 2001, p.3). As a result, it has become a fundamental aspect for law enforcement agencies and their initiatives, particularly with the rapid technological advancements.

By breaking down the two key words, security and defense, you find how each of these items are married together. Security and defense are to very similar words, one you are securing a given item and the other you are defending. So, wouldn’t you think that homeland defense and homeland security would be the same? You would, but they are not. Homeland defense is the of its self is the infrastructure used to defend us against any sort of external threat. Whereas Homeland Security is the strategy that is used with to combat these sort of things. It goes without saying that the primary mission of homeland security and defense, is to protect the citizens of the United States of America. Within the mission is the tasks, and each individual department has its own specific task. Now, with the specific task comes specific duties, responsibilities, and operations. From personal experience, most operations of within the homeland security/defense real are in some way, shape, or form joint operations. Now each individual knows their specific tasks, duty, and responsibility. Take for example the current situation in New York City and Elizabeth, New Jersey, you have on the ground investigating, the local law enforcement agencies, the ATF, the FBI, and Homeland Security agents.
