The farmers of the constitution believed that it was important to divide power amongst several branches of the government to prevent the rise of despotism. The framers came up with a system that provided powers to permit each of the branches to influence the actions of the others in a neat and behaved way. There is a system called checks and balances which was that no branch of government should be able to get too far out of control without being put in check by the others. However if the president tries to take too much control congress can impeach the president. The checks and balance system was successful because it helped people compromise more which prevented despotism and that's exactly what the farmers wanted.

But, the Constitution limits the majority only because of the fear of uprisings from the minorities. The framers wrote the Constitution with the mindset of preventing the majority to dominate the minority. If there was no limit on majority rule, the majority could end up making all the decisions.
