The problem of inadequate nurse staffs is associated with disadvantages both to the patients and the nurses. The benefits to the patients include reduced mortality rates, improved health, disease prevention, proper patient care among other benefits. On the other hand understaffing has contributed to poor nurse outcomes like job dissatisfaction, fatigue, high workloads, turnovers, and others (Burnes Bolton et al., 2007). The staffing policy will help in solving all the benefits. The national and the local government should fully support this policy as it will health the government’s agenda of providing quality and affordable care. The plan addresses a neglected area that negatively affects the provision of quality healthcare. Although the policy is associated with some costs like salaries and wages its, the benefits outweighs the costs. This study recognizes that personnel is an essential element that cannot be ignored in the health care. Quality health depends on the availability of adequate staffs. Thus, the adequate nurse-staffing policy will help in solving the problems affecting quality health

The ethical theory that underpins one’s perspective on nursing staff shortage is the utilitarianism theory since staffing of the healthcare facilities would lead to the greatest good for the greatest number of people. It would be important to put into place measures that bring little harm to the fewest people. As an advocate of utilitarianism, one would like to see the consequences that result from the actions of the policymakers rather than goodwill towards other people. The utilitarianism theory assists in decision-making regarding public policy development. As such, policymakers’ presumed goal that whatever money is appropriated will further the general good of society.

Staffing needs affect the nursing department’s budget, staff productivity, the quality of care provided to patients and even the retention of nurses (Jooste, 2013). The nurse manager has to explain to the management of the benefits of change in providing adequate staffing all the time. Adequate staffing helps staff retention. Staff retention saves a lot of money in terms of orienting new people to the unit. Safe staffing always helps in the reduction of falls, infection rates, pressure ulcers, decrease hospital stays and death. Flexible and creative scheduling is essential for retaining staff and promoting a positive work climate (Grohar-Murray & Langan, 2011). Adequate staffing with good staffing ratio will help nurses to concentrate on their patient care which may help in a reduction in medical errors and lawsuits to the hospital.

Maslow’s hierarchy is used within organisations by employers as their employees have basic human needs and a right to strive for self-actualisation. Successful organisations will be ones who care, understand, encourage and enable personal growth towards their employees.

Nurse-to-patient ratios is not a new topic of debate for all of us who deliver care to patients every day. Only lately it has been a big issue that have caught the attention of many. Demands by the medical community for changes concerning staffing, asking for the government interventions in minimum staffing laws. Registered nurses have long acknowledged and continue to emphasize that staffing issues are an ongoing concern, one that influences the safety of both the patient and the nurse. 2) Frame the right problem-The issue is that our department is staffing inappropriately. Our busiest days are Monday, Tuesday and Thursday averaging forty patients per day. However, only four nurses are scheduled on our busiest days. That is ten critical patients per nurse, which is not only unsafe but leads to decreased morale, mistakes and an inability to leave work on time.

Retaining a stable and sufficient supply of nurses is an important hospital and nationwide concern. Numerous factors affecting retention of registered nurses comprises of practice autonomy, managerial respect, workload, and inclusion in decision making, flexible schedules, education, and pay (“Recruitment”, 2013). Hospitals not capable of retaining qualified registered nurses may result in the loss of experienced and knowledgeable staff. Additionally this will lower hospital productivity during this transition. High turnover rates for registered nursing staff may also impact job fulfillment and nursing moral altogether. Retaining qualified registered nurses will enhance patient care quality and satisfaction.
