Citigroup has not been open to the concept of growth through acquisitions. Citigroup has been reluctant in having joint venture relationships, acquisitions and mergers. Citibank, one of Citigroup's branches, was previously denied access in providing retail-banking services in China. This hindered Citibank's ability to provide its branding strategy, which has been an asset elsewhere in Asia. In addition, Citigroup will only consider an acquisition if it benefits one of the bank's key lines of business. Unfortunately, not only are acquisitions viewed negatively in the eyes of Citigroup's decision makers, they are not part of the expansion plan. Li, Young and Conklin (1997) explain, "Acquiring a financial institution in China is not only not on our radar screen'; it is not something which I could see the government allowing anytime further, the time, resources and market momentum lost in repairing that this is not one's rationale dream of how to get ahead" (p. 25). At the least, an acquisition would give Citibank the advantage required to access the retail market. Conclusion Citigroup is an excellent example of an organization that has displayed environmental adaptability. Today, Citigroup is a premier foreign bank operating in China. This bank offers the broadest product range of any foreign bank in China and has the largest network among other United States banks. Citigroup now realizes

China’s financial markets are still fairly primitive however China has one of the highest saving rates in the world. This is Largely due to rising incomes, but also due to the lack of a robust social safety net to protect citizens from changing economic circumstances such as unemployment and population ageing. The banking sector was only opened to foreign competition at the end of 2006. This forced Chinese banks to become strong and efficient so as to compete with the international banks. In making the banks more efficient, state owned enterprises also had to increase their efficiency as they no longer were allowed to take low cost loans that were running at a loss for the state bank. These economic developments coupled with increased prudential standards and the improvement of lending practices has allowed for savings to be allocated efficiently for investment purposes, to support medium term growth in the Chinese economy.

As the article from (The Business Times, 2010) reported, in early January 2010 the government in China ordered banks to control lending following a stimulus-driven credit surge in mid-2009 and is trying to prevent over-investment in the economy.
In 1996, Citibank was an emergent banking institution attempting to increase its market share in the competitive Los Angeles area. In order to do so, the bank’s strategy was to focus slightly less on their financial growth, and much more on providing “a high level of service to its customers”. Management viewed this paradigm shift as “critical to the long term success of the franchise”.
Political & Legal environment: The political system of a country is an important part of a companies marco-environment. ‘Who governs the country?’ ‘What does the government follow?’ and ‘What legal regulations follow from these policies?’. The most important factors a company is subject to are policy uncertainty, macro instability, and tax rates. Considering China is a country in transition all of the above factors are subject to change, to a degree substantially larger than it is in stable developed countries. We have recently seen changes happening in China on all of the above factors. One example is the new regulations regarding copying, which turned out in favor of Starbucks. However, what will happen in the (near) future is hard to tell. Whatever happens though, Starbucks will be subject to the consequences, whether positive or negative.
