Abstract:
With the expectation from CASA for newly established flight operations to design and implement a Safety Management System (SMS) the task has been set to do so for an airline with 12 regional aircraft and 200 employees. The aim of an SMS is to monitor and manage the overall safety operations that occur within an airline. The use of an SMS has proven extremely successful as it solidifies the communication between operators and management. An SMS consists of four (4) main components: Safety assurance; Safety risk management; safety promotion; and safety policy. Each of these components plays a major role in ensuring the safe operation of an airline.
Introduction:
With the aviation industry exponentially expanding it is essential to ensure that those safety standards which are in place are working effectively. It is primarily the responsibility of the Chief Executive Officer (CEO) to ensure that his or her airline is not only profitable but is also safe. The balance between production and protection is a fine line and as such there need to be systems in place to ensure production is not outweighing protection.
Airlines in the developed world endeavour to not only meet, but to exceed the expectations of the standards set by regulatory bodies within the aviation industry. This can be done through the implementation of an SMS as well as by revising and enhancing

A safety management system is a businesslike approach to safety. It is a systematic, precise and proactive process for managing safety risks. As with all management systems, a safety management system provides for goal setting, planning, and measuring performance. This is approached in Safety Policy which is one of the most important components of Safety Management System (SMS). Safety policy deals with the structure and outline of implementation of safe operations. Within other elements, the safety policy includes planning, organizing, compliance with regulations and low, documentation, and emergency preparedness and response. It is the level which upper level management must buy in and constantly assist the SMS. In the absence of management buy in and assistance, the failure of SMS is inevitable. Since employees are affected by the behavior of management, it is highly expected to observe deliberately not obeying the rules or ignoring policy which are an emulation of the management behavior. I also should not overlook to the fact that top management demonstrates the way people do their jobs because managers are the role model for all the employees in organization. From the top to the bottom, managers ‘attitudes and actions will be copied. And, employees will make managers’ beliefs and actions their own. That is why top management support is crucial for an effective SMS.
This project will reveal the importance of the rules spelled out in the Federal Aviation Administration (FAA) 14 Code of Federal Regulations (CFR) Part121 concerning airline safety. Without strict adherence to these rules, the level of safety is severely compromised and dangers associated with air travel are heightened. Every moving part will be explored including management, dispatch, scheduling, hub coordinators, flight operations, airport operations, ground handling, airport customer service, airport maintenance, and the role that each plays in day to day operations. The tragic and apparently intentional crash of Germanwings Flight 9525 in the French Alps serves to highlight the many and varied risks organizations have to manage in the face of compliance regulations, both domestic and international, for the protection of customers and their assets.
Ever since 9/11 the safety of a plane and its people has been every airlines top priority. There have been many changes in how an airline runs, some temporary and some everlasting. New advancements in machines for checking bags and people has sky rocketed. For example metal detectors, X-Rays and trace portal machines, all which check the human body for hidden metal and traces of bomb making material. There have also been added safety rules to create stricter guidelines on passenger and luggage screening, only passengers with tickets could go through security and travelers must remove shoes (Villemez 1). Liquids are no longer allowed on the plane unless distributed by the stewardess when you arrive on the plane ( Villemez 1).
In several studies of aviation mishaps, human error has been cited as the primary cause of the majority of these mishaps. The main problems of these human errors were failures in interpersonal communication, leadership, and decision making in the flight deck (or cockpit). With this in mind and the need to improve on air safety, Crew Resource Management was developed. We will define CRM and then continue further to define subsequent automations and questionnaires that have developed through CRM. We will discuss the importance of CRM, automations, and questionnaires and the research findings.
EasyJet claims to never compromise their commitment to safety. Safety is the company’s first priority and they will continually strive to improve their sustainability. Internal procedures and processes help to maintain no significant incidents occur. At the same time the airliner increases his on-time performance. The relative young fleet of EasyJet with mostly the Airbus 319 is a way they take for confidential safety issue. Safety and in a way efficiency helps to reduce the cost. Many companies that operate in the United States have implemented an organizational safety programs to reduce injuries and illnesses expenditures that come straight from company profits. Before the OSHA Act there were no safety guidelines set in place in regards to worker right and in regards to a workers safety. Once the OSHA Act was passed in regards to protecting the workers and their rights injuries and illnesses have decreased significantly. Productivity in the workplace can potentially be increased with full staff and are decreased when employers have to operate when employees are out of work due to illness and injury. Organizational safety programs were implemented due to previous injuries that have occurred on the job and in similar industries. The programs exist to educate and make employees more aware of hidden and potential hazards that may exist in the work place. After reviewing my company organizational safety program recommendations can be made to the hazard identification, environmental safety, and ethical decisions a part of the corporate culture.
Each of the four pillars plays a vital role in the overall strength and support of the Safety Management System, which having its own specific role, and in the end all four support and depend on each other. If one of those pillars isn’t supported by the others, the entire Safety Management System can fail, and more importantly it can fail those that are dependent on it while they are in a working environment. The goal of a SMS (Safety Management System) is the proper and effective management of Safety within an organization, especially the world of Aviation, but if applied correctly, it can be utilized and adapted by any business or organization to work for them as well. Vehicle Maintenance Flight is responsible for maintaining 573 vehicles valued at $49.1 million bucks. To alleviate the workload and better serve the base, the flight is further split into seven elements each with its own separate shop and or space. These components, work on different types of vehicles which directly or indirectly support different base missions. The management holds the overall obligation of training and implementing safety systems applicable to each shop each identifying particular hazards and risks and ways to prevent or mitigate them. Reducing systems losses and prevention of mishaps is the overall goal of system programs developed for the Vehicle Maintenance shop.
Due to the warehousing operation training is a practical course, it’s recommend that adopt integrated teaching mode in the training process,and emphasis on the training of actual operation. During the process of training, it’s necessary to equip with the corresponding training facilities and equipment. Since the core of the training is to cultivate the employees’ practical skills, it can be appropriately to simplify the theory teaching, but overmuch is unfavorable.
