Frist, we have block grants. A block grant is basically when the federal government gives out large amounts of money to local and state authorities in order to funds things such as public enforcement, law enforcement, or community development. Often times there is a lot of discretion given in regards to how the money is spent, so there is no fine detail when it comes to how the money is going to be used. Two examples of this kind of grant program is the Temporary Assistance for Needy Families, also known as welfare, and Low-Income Home Energy Assistance Block Grant. Welfare is used to help support low income families and the Low-Income Home Energy Assistance Block Grant is assistance to low-income families to help pay energy bills. The advantage of block grants is that it is less restrictive, but a disadvantage could be the use of the money ineffectively.

The U.S. government provides housing assistance to low-income families and individuals through different programs, two of them are: Section 8 tenant-based subsidies (also called Section 8 Housing Choice Voucher program); and Section 8 project-based assistance, under which property owners receive government subsidies to decrease rents (Carlson). Public housing is another program that helps to provide a roof over a family’s heads for reduced costs. Rent in some places can be quite high and a family of four may find it hard even to afford a small 3 bedroom house without breaking their pockets.

In 1862, President Abraham Lincoln signed the Land Grant College Act into law. This Act, also known as the Morrill Act, was named after U.S. Representative Justin Smith Morrill from Vermont, who first introduced the bill. The Land Grant College Act laid the groundwork for a system that funded public universities around the country. Because of this Act, states were able to provide funding to universities as a result of the sale of the federal land that was given to these states .
