I think that ground rules as a guide can be beneficial. Here is a list of some aspects I consider good ground rules for forums and discussions:
Write meaningful content;
Keep standard fonts and colours and format where needed;
Be polite and considerate;
Succinct and meaningful subject lines;
Consider if a reply is ok or a new post needs to be started;
Re-read original content before posting;
Reference content in reply if warranted and helpful;
Restrict the usage of abbreviations and text-speak as not all people will be able to read and understand.

1. Write meaningful content
There is more than one reason for this. Beneficial and meaningful content will add value to the original and provide an opportunity for additional feedback, personal views and insight for a topic or discussion to progress. Simply adding small messages like "great work", "I agree" does not help achieve this.
The second part of this is, if we have a lot of content that contains a lot of messages that are not beneficial (as explained above) then we have the following problems:
A lot more work and effort for people to sift through the unnecessary content to find what they are looking for;
Potential to miss relevant content due to too much unnecessary content;
If others subscribe to the content and emails are published with this content, excessive emails can be sent which can be frustrating for recipients;
Too much content that is not meaningful will decrease people 's desire to contribute.
