David Kopel states that, “The United States has the highest death rate of firearms than any other country.” This is very eye opening and should not be ignored. As a country we need to change this fact. The question is whether conceal and carry is the answer. On the one hand, conceal and carry can benefit the community and United States as a whole by crime rates dropping and people being able to protect themselves from criminals. However, it is a thin line as conceal and carry can also hurt the community or United States as a whole by more conflicts between people ending in gun violence. Before getting into conceal and carry, a little background on gun safety and some of the laws addressing it may be helpful. When buying a gun the person wanting to buy the gun has to wait a certain amount of time before they can actually have the gun (Gun Control). This is called a cooling-off period so that a person cannot just go buy a gun and kill someone because they had a disagreement. It gives the person time to think clearly before taking action. In addition, according to Illinois Department of Natural Resources as of 1 January, 1996, anyone born on or after January 1, 1980 that is wanting a hunting license is required to have taken a hunters safety course. This course is to show people how to be responsible with firearms. You have to pass a test to get your hunters safety card, which lets you, shoot a gun legally. This class helps keep guns out of people’s hands who should not be allowed to shoot a gun or even handle one for that matter. Now, a little background on conceal and carry and how it came to be allowed in Illinois. Jacob Sullum states, “In December of 2012 the U.S. Court of Appeals ordered Illinois to take away its ban on conceal and carry.” According to Sullum, the Court ruled that it went against the second amendment, the right to bear arms. So in July 2013, Illinois became the last state to allow conceal and carry. The Illinois law is a “shall issue” policy, giving police no choice to deny a permit. When a person thinks of the United States, the first thing they think of is guns. The American population has an unbridled affection with carrying and owning the weapon. Recently, the Texas Legislature passed a bill commonly known as the S.B. No.11, on June, 2015. The bill allows for the carrying of a concealed handgun on all public college campuses; the carriers have to be licensed within the State of Texas. To qualify for a Concealed Handgun License (CHL), a person would have to be at least 21 years of age, have not been convicted of a felony, and have to be a resident of the state (Texas Dept. of Safety pg. 5-7). All 50 states allow a conceal carry on the same level but only a few are more restrictive than other. I think this is the issue at hand and can be an issue if the federal government doesn’t fix it. So, to answer the question, who regulates gun control – federal government or the individual states? The federal government regulates the gun control but without being specific on the gun regulations, the individual states can form gun laws that restrict a person from possess or carrying a firearm. It’s not right but, there is no clear definition in the Constitution that states that the individual states cannot make laws on how to obtain a firearm or a carrying permit.

Gun control in the United States has been a subject that many most likely will argue about. In the field I hope to enter into, as an event and security operations manager, you feel as though it’s your fault when something horrific and uncontrollable happens in your arena or building. 31% of global mass shootings occur in the United States (Fox, 2017). This percentage gives the US an idea of how much people are affected by gun control and how much fear is put into the lives of everyday Americans. Does this statistic make people afraid to leave their homes everyday? Or? Should this statistic help one see that there’s always some type of risk taken everyday even if it doesn’t involve gun violence. Should security be heightened when a large population is going to be attending a sporting event or a concert? I, myself truly believe that it is not the arenas responsibility to think the worst in different situations and that security protocol does not need to be heightened when it is already obtained in a way that makes all guests and workers feel safe.
Getting a conceal carry permit is something that has very precise steps to follow in order to obtain it. You are required to be at least 21 years of age. If for some reason you are ineligible to purchase a firearm then you are no longer able to get the permit to conceal a handgun. A person that has been convicted of a violent misdemeanor or drunkenness in the last three years will be rejected if applied for a conceal carry permit.
