HAARP.
Ever heard of it? Probably not, unless you just happen to live in Alaska. HAARP stands for the High Frequency Active Auroral Research Program, which is an ionosphere research program that was funded by a combination of the U.S. Air Force, the University of Alaska, the Defense Advanced Research Projects Agency (DARPA), and the U.S. Navy. This information comes from their own website.
Hold on... They are funded by DARPA? That’s weird. What’s a defense agency funding an ionosphere research program? Are they considering HAARP a weapon? Hmm…

The VHF/UHF is used as return feedback from the excited atoms in the ionosphere. The digisonde is used to target objects on a double three dimensional plane. As for the magnetometers, they measure magnetization in the ionosphere to indicate polarity and charge amount.
The problem we have here is that we have a weapon that has been used for environmental warfare. True, the main purpose the contractors had in mind was to detect anomalies in the ionosphere by bursting it with energy, but if you just think back to science class, when you excite atoms, they collide and after some duration of time, cause lots of heat. Of course, this is limited, but let’s say you want to play dangerous. Paired with doping agents like arsenic and boron (which happen to cause Alzheimer’s disease) in the atmosphere, you can turn the sky into a giant capacitor or circuit.
