The National Research Council describes HIA as “a systematic process that uses an array of data sources and analytic methods, and considers input from stakeholders to determine the potential effects of a proposed policy, plan, program, or project on the health of a population and the distribution of those effects within the population. HIA provides recommendations on monitoring and managing those effects (Health Impact Assessment, 2015)”
Healthcare providers counsel their patients on ways to keep in good physical health. Similarly, Health Impact Assessments (HIA) offers the same guidance to communities. This information helps societies make educated choices about refining public health by means of community planning.
HIA is a method that aids in assessments of the possible health effects of an idea, assignment or program before it is constructed or applied. An HIA may offer recommendations to raise encouraging health outcomes and lessen adverse health results. HIA conveys possible public health effects and concerns to the decision-making method for strategies, plans, and rules that lay outside the customary public health areas like transportation and land usage.

The vision of the HRSA is to provide and implement health communities and healthy people. The mission is to, “to improve health and achieve health equity through access to quality services, a skilled health workforce and innovative programs.” ("About HRSA"). The Goals of this agency is to, “improve access to quality care and services, strengthen the Health Workforce, build healthy communities, and improve health equity (“About HRSA”).
The health status of the population in the United States is a national priority. The Healthy People 2020 outlines priorities and to improve the health of individuals and communities across the country. Healthy People 2020 is defined as a comprehensive set of national objectives for “improving the health of all Americans” (Healthy People 2020, n.d, para. 1). The Healthy people 2020, is aimed at improving the health of individuals and communities and envisions “a society in which all people live long, healthy lives” (Healthy People 2020, n.d, para 4). A short priority list was developed and contains twenty-six objectives knowns as Leading Health Indicators (LHI). The list of objectives was created to prioritize health issues that must be addressed and to find appropriate actions to take in order to improve the health of the population.
The first step in creating this a new policy is the idea on how to address the current problem. During this first step, brainstorming is often encouraged during the formulation process so that there is more than one potential solution to the problem (Lohrey, 2014). Another consideration for policy formulation is determining if the policy will need to involve local, state, and/or federal government involvement to be put on their agenda. There are many ways to approach any given problem, and during policy formation, relevant individuals (such as stakeholders and researchers) and groups will determine the different ideas to approach the proposed policy.
HC1: Public health is here to assist in the prevention of disease, promote health and continually adding longevity to life (WHO, 2015). It is broken down into a few different functions. There are assessments and monitoring of different health communities and the populations which are at risk (WHO, 2015). Second, would be how policies are designed to solve certain problems on the local and national levels (WHO, 2015). And last, would be to make sure that all populations have adequate access to health care and that it is cost effective (WHO, 2015). Quality improvements is increasing its approach to get maximize services that will be effective while also minimizing the costs (HHS, 2011). When making improvements one must first identify strategies and characteristics that are essential to the concern (HHS, 2011). Once that is completed, apply the quality improvements to produce a measurable improvement (HHS, 2011). This will show whether there were improvements in efficiency, effectiveness as well as performance and outcomes (HHS, 2011). HRSA programs provide high-quality primary healthcare to pregnant women, people with HIV/AIDS and to those who are geographically isolated or medically vulnerable. Also, it provides training to the healthcare professionals and maintains databases that protect against healthcare malpractice, waste and fraud. The U.S. Department of Health and Human Services (HHS) is the U.S. government’s principal agency for protecting the health of all Americans and providing essential human services, especially for those who are least able to help themselves. HHS is responsible for almost a quarter of all federal outlays and administers more grant dollars than all other federal agencies combined. The mission of the U.S. Department of Health and Human Services (HHS) is to enhance the health and well-being of Americans by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services. In addition, HHS is also responsible to provide better services to people by adapting to new technologies to keep pace with the advancement in technology. As we compare the health and human services from last ten years to present, it is very clear to analyze how health and human systems have improved over the years. The Department manages programs that cover a vast spectrum of activities that impact health, public health, and human services outcomes throughout the life span.
The 9 national health priority areas (NHPA)(appendix 1) identified under the NHPA initiative are cancer, cardiovascular health, injury prevention and control, mental heath, diabetes mellitus, asthma, arthritis and musculoskeletal conditions, obesity and dementia. Significant improvements are expected from funding directed towards these leading contributors to burden of disease.
As Executive Director, I will provide staff leadership for Better Health Association. Our goal for the company is to improve the well-being of individuals. Audiences of all ages will be able to take part in learning about living a healthy lifestyle and developing the skills needed to make healthy choices to prevent diseases and ameliorate conditions for those already afflicted with illnesses. Over the course of the following year, it is my responsibility to develop and lead the staff, management structure, dedicated to achieving the mission for Better Health Care Organization. I plan to make significant changes to our organization, to help guide individuals in Central Ohio, to living a better and healthier lifestyle. My goal is to empower the staff with the training needed to meet our company’s standards.
HFA targets a specific population of people. They look to help families that need it the most, the ones who are currently facing challenges, or have in the past, which is the result of their life now. Some of the challenges are, single parenting; low income; childhood history of abuse; current or previous issues with drug use, mental health issues, and/or domestic violence. A community health assessment is a fundamental instrument of public health practice. Its objective is to depict the health of the community, by presenting information on health standing, community health needs, resources, and epidemiologic and other studies of present local health problems. It seeks to recognize target populations that may be at augmented risk of poor health results and to increase a better understanding of their needs, as well as evaluates the larger community surroundings and how it relate to the health of people. It also identifies those areas where better information is desired, particularly information on health differences amid different subpopulations, quality of health care, and the incidence and severity of disabilities in the population. The Community Health Assessment is the foundation for all local public health development, giving the local health component the instance to recognize and network with key community leaders, businesses and concerned residents about health priorities and concerns. Community health assessment is a process of systematic identifying and examining health indicators in a defined population. The purpose of this community health assessment is to gather and analyze information about health status, factors that can have an influence on community members’ health, and needs of the population within the target community. The collected data allow comparing the health status and needs of the residents in the Newmarket Health Centre (NHC) and residents in surrounding neighbourhood with the local health care services and resources available for them, which will help to identify health inequities among community members (Goodman, 2014).The main goal of this community health assessment is the strategic development of solutions to the identified health needs in a community.
