During the European colonisation of Australia, oppressive laws served to subjugate and control the indigenous population. The Aborigines Protection Act, Act 1909 (Cth) was particularly exploitative, stripping Indigenous people of basic human rights and freedoms and exposing a generation of children to a life of disconnection from their families, culture and traditional land. The Act was abolished in 1969, however, the trauma continues to impact the wellbeing of Indigenous people today. In an effort to reconcile past injustices and improve relations between Indigenous and non-Indigenous people, the Federal Parliament established the Council for Aboriginal Reconciliation Act 1991 (Cth) to manage the reconciliation process in Australia. Since the time of federation the Aboriginal people have been fighting for their rights through protests, strikes and the notorious ‘day of mourning’. However, over the last century the Australian federal government has generated policies which manage and restrained that of the Aboriginal people’s rights, citizenships and general protection. The Australian government policy that has had the most significant impact on indigenous Australians is the assimilation policy. The reasons behind this include the influences that the stolen generation has had on the indigenous Australians, their relegated rights and their entitlement to vote and the impact that the policy has had on the indigenous people of Australia.
After many years of European settlement in Australia, many Aboriginal people had been removed from their families and placed into schools with white Australians. This was due to the ‘protection policy’ laws that encouraged the removal of Indigenous children. Because fewer indigenous children were able to learn about their own culture, there was a slow decline in the culture of the indigenous people. As a result of this, there were continued tensions between the free settlers and Indigenous people as they had no roles in the government and couldn’t vote. Kevin Rudd’s apology was to the Aboriginals; but in particular, to the Stolen Generations. From 1909-1969, the Australian Government forced a policy know as assimilation upon the Aboriginals. Assimilation is the forced integration of minority groups onto the dominant society. Inhumane acts were inflicted upon these proud people because of the ‘Aborigines Protection Board’ which entailed that the Australian Government had full rights to forcibly remove half-caste children from Aboriginal care without parental consent nor a court order.
The Stolen Generation has left devastating impacts upon the Aboriginal culture and heritage, Australian history and the presence of equality experienced today. The ‘Stolen Generation’ refers to the children of Aboriginal descent being forcefully abducted by government officials of Australia and placed within institutions and catholic orphanages, being forced to assimilate into ‘white society’. These dehumanising acts placed these stolen children to experience desecration of culture, loss of identity and the extinction of their race. There is recurrent tension between the maintenance of Indigenous culture and essentially assimilating to the rules and regulations of the predominantly white society in Australia (Dockrey, 2010). Australia’s Aboriginal culture represented the oldest surviving culture in the world (Aboriginal culture, 2017). The traditions include having at least 270 different language groups and 500 dialects in the indigenous community (Shareourpride.org.au, n.d). The vast amount of languages and dialects were present to represent the intellect of Indigenous Australians. Language is a strong aspect of Indigenous culture as it connects and influences many Indigenous tribes as it is their form of communication. The environment also connects aboriginal people spiritually to their land and provides them with a sense of identity (Jackson 1999). Although there were many different groups and clans in the past, the tribes fighting over the land was a rare occurrence (Treatyrepublic.net 1996). This showcases the connection and respect they exhibited for the land and maintaining structure was their main priority. Additionally common law was a way that Indigenous Australians could preserve the ecosystem and cultural integrity, through their spiritual and emotional connection with the land (Langton 1996, p.10). As health professionals, we must look beyond individual attributes of Indigenous Australians to gain a greater understanding and a possible explanation of why there are such high rates of ill health issues such as alcoholism, depression, abuse, shorter life expectancy and higher prevalence of diseases including diabetes, heart disease and obesity in our indigenous population. Looking at just the individual aspects and the biomedical health model, we don’t get the context of Aboriginal health. This is why we need to explore in further detail what events could have created such inequities in Aboriginal health. After this time, many atrocities occurred, such as the fact that Aboriginals were often killed for sport, and massacres such as Myall Creek were occurring, where 28 Aboriginal men, women and children were murdered near Myall Creek Station in 1838. There was also the problem of the Stolen Generation, when Aboriginal children were forcibly taken from their homes to be raised as though they were white. It was only recently in 2008, that Kevin Rudd, the Prime Minister of Australia at the time, apologised for the actions that the government had undertaken. In another apologetic move, Prime Minister Paul Keating delivered a powerful speech regarding the fact that Aboriginal Communities were still segregated despite the fact that laws had been changed a number of years ago. This shows that the idea of atonement by Australia is quite a new topic. Does this prove the challenges that Aboriginal’s faced nearly 200 years ago are still present in today’s society? It was enough to force the Aboriginal men, women and children to begin act in support of their rights.
The efficacy and implementation of the Northern Territory Intervention has received wide spread criticism due to the lack of prior consultation with the Indigenous Community leaders as well as the questionable reforms subsequently implemented. Amongst these reforms were the suspension of the Racial Discrimination Act (RDA) (Korff, J, 2016) and forceful leasing of Indigenous land to the commonwealth as documented in The Northern Territory National Emergency Response Act, 2007 (Cth). The Northern Territory Intervention consequently has had numerous negative impacts on the community, “The intervention has had consequences that will have repercussions for generations” (Dodson, 2016)
The Indigenous culture was viewed as inferior and unable to adequately provide for the needs of their children, which was fully fuelled by disproportionate poverty rates as well as the repercussion of residential schools (Russell, 2015). Due to not being able to maintain the standards of European child-rearing practices and common values, social services workers attempted to rescue these children from the conditions they were living in (O’Connor, 2010). These issues have detrimental effects on the families of survivors of the residential schools for generations, also known as multigenerational trauma. Terra Nullius was once apparent in Australian society, but has now been nullified with the turn of the century. With the political changes in our society, and the apology to Indigenous Australians, society is now witnessing an increase in aboriginals gaining a voice in today’s society. Described by Pat Dodson (2006) as a seminal moment in Australia’s history, Rudd’s apology was expressed in the true spirit of reconciliation opening a new chapter in the history of Australia. Considerable debate has arisen within society as to whether aboriginals have a right to land that is of cultural significance and whether current land owners will be able to keep their land.
The burden of disease and injury is higher amongst Indigenous Australian youths as compared to other Australians. For young Indigenous people, this burden is largely attributable to high rates of mental disorders like anxiety and depression (AIHW, 2011). Indigenous Australians aged 18 to 24 were twice as likely to report high levels of psychological distress than non-indigenous Australians of the same age (AIHW, 2011).
Reconciliation is the process of building respectful relationships between Aboriginal and Torres Strait Islanders and the wider Australian community. It is about understanding and respecting their culture and heritage and signifies ‘coming together’ to become one nation without racism and with equality for all. There are still vast differences in health, education, employment, and standards of living of the Indigenous peoples as compared to their non-Indigenous counterparts. Even today Indigenous peoples have a significantly lower life expectancy, up to 11.5 years for men and 9.7 years for women . The infant mortality rate for the Indigenous peoples is double the rate for non-Aboriginal Australians. Understanding these inequalities is the first step to reconciling the differences. Policies such as the stolen generation and assimilation policy destroyed Indigenous identity and culture and justified the dispossession of Indigenous people and the removal of Indigenous children from their parents. We can’t change the past but we can make a better future by understanding and learning from the mistakes of the past, reconciliation is about that. Many practical and symbolic strategies have been implemented over the last 50 years to achieve reconciliation such as ATSIC, Northern Territory Intervention and the Mabo decision. However, the most significant ones are the 1967 Referendum, Closing the Gap framework in 2008 and the ‘Sorry speech’. The aim is to improve the five dimensions of reconciliation: race relations, equality and equity, institutional integrity, unity, and historical acceptance.
It is clear that Aboriginal people are in critical need of the proper services to cater to their trans-generational trauma. Understanding the Aboriginal’s culture, spirituality, and values will provide the social work counsellor the tools needed in being culturally competent. This paper will examine the historical background of the Aboriginal people, the conflicts social workers face with cultural differences, as well as methods to overcome these challenges
