The purpose of this paper is to reflect the historical view of the Summerville Police Department and how it fits into the criminal justice system as either law enforcement, judicial, or corrections. Additionally, the paper discusses the jurisdictional, regulatory, and legal obligations of the department, when and how long has the agency existed, how jurisdictional boundaries changed over time, and the influence of technology, politics, and economic problems.

Policing is a very difficult, complex and dynamic field of endeavor that is always evolves as hard lessons teach us what we need to know about what works and what don’t work. There are three different Era’s in America’s policing: The Political Era, The Reform Era, and The Community Problem Solving Era. A lot has changed in the way that policing works over the years in the United States.
An examination of the patrol officer’s jobs and duties took place. The gathering of information and interviewing a seasoned patrol offer assisted in this examination. The city in which the patrol officer works is also studied. Research of the city of Hueytown’s population and history helped to understand the demographics and crime within the city. While Hueytown’s violent crimes are low, thefts and burglaries rank the highest. Communities, including the city of Hueytown, place patrol officers on the streets in order to protect and serve. Officer Louis Phillips, Jr. gave an interview that takes an in depth look at his journey as a patrol officer.
Thirty miles east of California’s State Capitol lies a unique town called Rocklin. This small town which was originally known as “Secret Ravine” originated in 1860, with a population of 440 and is recognized throughout history for its rock quarries and railroads. According to Roy Ruhkala (1974) Rocklin built its first city jail in the middle of the 1880’s, and was crafted of granite, with a small steel window and door. Each night a watchman patrolled the streets and approximately every evening at 8:00pm a curfew bell would ring, warning all vagrants to leave town and notify children to get home. Gary Day (2003-2016) claims the jail was intended to house criminals, but in the early 20th century, it became a place for hobos to escape the long cold nights; however, there was one stipulation, they had to be locked up for the night for fear they would steal the bedding. In 1946 a young boy named Ernest Willard became Rocklin’s first chief of police, his father George was the town marshal. Every morning on his way to school, Ernest would go by the Jailhouse to let the hobos out. This haven for hobos was an act of compassion and community service that will forever be remembered. Earnest Willard passed away in 1987 at the age of 90, but in 1983 he served as an honorary marshal in the Rocklin Jubilee parade, at the time he still possessed a key to the original jail house.

The Philadelphia Police Department faced many issues due to Prohibition, not only within the city of Philadelphia but also within the Police Department itself. During Prohibition, Police Officers were considered such a necessity that the Police Academy was shut down by the director of public safety in order to get more law enforcement out on the streets. Following the issues regarding Prohibition, corruption was common and members of the Police Department were held accountable for their actions. Just as corruption was common, as was a notable issue of racism between the citizens and officers. Many made known the fact that the Police Department was primarily a ‘white-male institution.’ Throughout the many problems the Philadelphia Police Department faced, it continually served to be the law enforcement of the city of Philadelphia.
Since the beginning of time, the United States’ Criminal Justice System (CJS) has been scrutinized and will continue to be. If significant changes were to occur within the CJS it could potentially take decades. Different persons, institutions, governments, and even departments within governments have different views; it is a natural occurrence. Thus, as with any subject matter, there are always controversies that cause disruption within society. Often, the controversies stem from the lack of understanding and the historical patterns of unsupported data.
Policing in the United States has changed dramatically since it was first brought to the thirteen colonies from England. However, some of the issues faced then are being faced in policing today. There are also new trends that are prevalent, and these trends will continue to have lasting effects on the future of policing. Even though new trends improve policing overall, they can also cause more serious issues. There have been a number of changes within the legal and criminal justice system in the last 3-4 decades. History remembers, for example, the Kent State and Chicago Democratic Convention riots in 1968, and since then, a number of criminologists and political scientists have been asked about the use of force, rights-based policing, community involvement, and crime prevention (Russell 2005). The Red Cross and Amnesty International, for instance, have endorsed a rights-based policing model. This idea tempers all police activity with the basic tenet of human rights and rights under the Constitution. Central to this argument is the nature of the relationship between the community and the Criminal Justice System. Local law enforcement bond with community members to implement the day-to-day needs of that community. The idea centers around a basic philosophical tenet: use less force, communicate more, pay attention to human rights, and work to dialog and prevent, not to punish and incarcerate (Williamson 2008).

It is through the Criminal Justice System’s close collaborations with like-minded agencies such as the Police, Prison and Courts Services, that the public’s concerns and worries are resolved, in order to bring about justice in our communities (Cavadino and Dignan, 2007 as cited in Fox, 2014). With that in mind and out of the way, this essay will aim to explore some of the strengths and weaknesses, which are prominent within the Criminal Justice System. To do this successfully, the Police and the Courts Service will be the key agencies that will be explored in relation to the key Models that shape the whole Criminal Justice System. These Models were founded by Herbert L. Packer (1968) and Michael King (1981).
