Illegal Immigration - Illegal Immigrants Should NOT be Denied Benefits

In the United States, there are roughly eleven million people who can be classified as illegal immigrants, which is by far way too many. When it comes to the history of illegal immigrants, most United States citizens could be considered as an illegal immigrant. In the early years of American history, our ancestors fled into this country for better life styles and to start their own families. During this time there were not laws dealing with who could and could not enter this country illegally, so we cannot be classified as illegal immigrants. The United States of America needs to place more rigid laws regarding immigration by enforcing stricter border control policies and place a greater emphasis on becoming a legal citizen.

One of the most significant issues to issues to affect healthcare in today’s society is the impact that illegal aliens have on the already broken healthcare system. This paper will explore the impact of undocumented Hispanics and their impact on the services available and used in California. Included will be the numbers of those that are affected as well as what is being done to decrease the impact of this population on the current healthcare system.

     Illegal immigrants usually hold jobs that have bad conditions and worse pay.  Oftentimes, these jobs are found in sectors such as agriculture, construction, food-handling and manufacturing (Dwyer).  Unfortunately for the illegal individuals who acquire these jobs, they have no access to comprehensive health care, though their line of work tends to demand it.  Although illegal immigrants are consequently strapped for cash, many of them will not visit primary care physicians for fear of being deported.  This sets up a vicious cycle: individuals get sick yet ignore the signs.  When illnesses get remarkably worse and are too severe to treat at doctors' offices, the individuals then go to emergency rooms, where the cost is considerably greater.  More often than not, the immigrants cannot afford to pay their hospital bills.  The cost is then covered by the medical institutions and tax-payer dollars (Wolf).  While some argue that illegal migrants do not

A key goal of the Affordable Care Act (ACA) was to decrease the number of uninsured individuals, many of whom are in low-income families and are minorities (Kaiser Family Foundation 2016). Under the ACA, immigrants who are in the U.S. legally are eligible for coverage through the health insurance marketplace but undocumented immigrants are not (HealthCare.gov) even when using their own money to purchase. There are estimates of 11.1 million undocumented immigrants in the country as of 2014 (Krogstad, Passel, & Cohn 2016). It is estimated that California was home to more than two million undocumented immigrants in 2013. In 2016, California passed SB 10, a bill that would require the California Health Benefit Exchange, which facilitates the enrollment of qualified individuals into health plans, to apply to the United States Department of Health and Human Services for a waiver to allow individuals who are not eligible to obtain health coverage through the Exchange because of their immigration status to obtain coverage from the Exchange (California Legislative Information). This paper will explore California’s SB 10 legislation, its purpose, and how it will seek to serve its undocumented immigrant population and their health needs.

The debate of who should be allowed to enter the United States has been an issue for many years, with the large number of people entering and living here illegally this has become a significant talking point amongst the candidates in this presidential election. With the economy of the United States in shambles, illegal immigration and the effects it has on health care can no longer be ignored. America has a whole needs to be concerned and well informed of the issues rather than collecting information piecemeal by way of media or other biased groups. If illegal immigration stays its present course the American tax-payer will continue to fund the well being of individuals who have broken federal rules and regulations and are being supported by law abiding citizens. This argument is not about individual rights to live and prosper. It is not about race or discrimination of any sort. It is only about the effects on health care that I am addressing.

Legislation has been approved in California to make illegal aliens ineligible for public social services, public health care services, and public school education at elementary, secondary, and post secondary levels.  News of the passage of this legislation has been received with mixed feelings not only in California, but throughout the United States. Due to the unconstitutional nature of the California law, it is necessary that it be thrown out.

Illegal immigrants have been a hot topic lately due to the popularity of this topic amongst the Republican Presidential Nominees, especially Donald Trump. These illegal immigrants bring various things to this country when they come. Some things are positive, such as a family simply seeking to find a better life, while some things are harmful to the United States, such as the amount of crime among illegal immigrants. In July 2015, the most recent estimate of illegal immigrants was 11.2 million. This same data shoes that 56 percent of all deportations last year were convicted criminals, which accounted for 177,960 individuals (Shoichet, 2015). Crime among illegal immigrants is a problem, and sanctuary cities, which are supposed to be a solution, may be making this problem worse.

But for the rest of the population substantial disparities still exist. This problem not only affects the uninsured population and the communities they live in, but the entire nation's economy. Dozens of hospitals in Texas, New Mexico Arizona, and California, have been forced to close or face bankruptcy because of federally mandated programs requiring hospitals to provide free emergency room services to illegal aliens. Safety net hospitals continue to operate under a heavy burden of providing care to this largely uninsured population (Torres, Steven, & Wallace, 2013). Having access to healthcare is a necessity in maintaining the good health of these undocumented immigrants. Several solutions have been proposed to overcome the barriers affecting undocumented immigrants. One solution would be to expand the coverage of the Affordable Health Care Act for this population. Another solution would be to approve an amnesty bill to alleviate the undocumented immigrants' situation in the United Sates, which would allow them to access public health

Unquestionably, the most resented and controversial aspect of America’s immigration policy has been the growing concern over illegal immigration and its effects on the economy. During the mid 1990’s, public fury over illegal immigration reached new heights especially in the state of California, which borders Mexico. It was during this time when the United States witnessed one of the highest profile immigration bills in United States history emerge. Proposition 187, also known as the “Save Our State” initiative, appeared on the 1994 California ballot (Migration Dialogue 1994). Proposition 187 sought to restrict illegal immigrants from receiving public education, non-emergency medical care, and publically funded social services. Even though California voters passed this bill by a narrow margin, it was eventually overturned and never went into effect.

Implementing stringent security controls along the borders is likely to reduce the influx of illegal immigration into the United States. With the increased border security, the American government could have helped alleviate the occurrence of the 9/11 bombing. Though this strategy is essential in alleviating the influx of illegal immigrants to certain geographic areas, increased border controls in these locations have made other, less controlled areas of the border more vulnerable. Rising crime rates, discarded debris, increased apprehension rates, and growing public scrutiny in these less secure areas provide clear evidence that border security is at once a social, an economic, and a national security issue.
