The act serves to only require certain basic skills, but does not have any national achievement standards, as it is decided on by each individual state. The bill was signed into effect by George W. Bush in January of 2002. Many people, opposers and supporters alike, argue that it is a "one-size-fits-all" approach to education and teaching that puts too much emphasis on testing and doesn 't fund schools properly, making it nearly impossible to achieve success. The law was initially designed to introduce national standards to a system in which students in some demographic groups were more likely to succeed and others likely to be left behind. But it allows states to determine how success is measured, which could be the source of its downfall.

Standardized testing has been around since the mid 1800’s. Even though testing has been around for a long time it is still debated whether or not it should precisely “score” students. Students have been subjected to standardized tests frequently through their years in school due to laws which have been passed by Congress. Decisions about the evaluation of schools and students are recurrently made by government authority and are often not in the best interest of teachers, students, or their classroom environments.

Some argue that the NCLB act adds many positive aspects to the educational system. However, the negatives outweigh the positives. The act enforces testing thus limiting the teacher's freedom causing him or her to teach to the test. This form of teaching, in turn, inhibits the student’s creativity.

Although testing has been around for a long time, I instinctively believe that testing doesn’t give a clear picture of student’s achievement. Thus, I make strong connection to the following quote: “A central question has been whether accountability policies and standardized testing helping or harming those children the polices are most often designed to serve” (Skrla, p.11). For instance, when I analyzed and interpreted the TAPR of Richard J Wilson Elementary school, I found valuable information that all teachers should know at the beginning of every school year. Specifically, when I examined the categories of testing and the students’ performance on individual TEKS. This practice would allow teachers to have a clear picture of what exact skills and content knowledge students are expected to achieve throughout the school year.

Assessment is the systematic collection, review, and use of information about educational programs undertaken for the purpose of improving student learning and development (Palomba & Banta, 1999). Educational assessments are carried out to measure the efficiency of the program, the quality of instruction and progress of a child’s learning. The purpose is to determine the growth and development.
