The Best Villain is the joker because of is cleverness, madness, and intelligence. Jack Napier became the joker by falling into a vat of chemicals which bleaches his skin, colors his hair green and his lips red, and drives him insane. The joker is very unpredictable on minute he will be nice to someone handing nice things out and the next minute he would be going crazy trying to kill everyone. Some of the other villain fear him they don't know when to trust him and when not to trust him because of how unpredictable the joker is. It does not take long for the joker to turn from funny prankster to a crazy killer.
The joker has many good reasons and bad reasons to kill or not to kill someone. For example in the movie suicide squad he was going to leave Harley Quinn for her death but then he jumped in and saved her. Which would be hard for a person to actually find a character who is deep and this disturbed in the world of comic book villains? The mind that originated him, Jerry Robinson, must have been a very twisted person, undoubtedly. The Joker represents a theory about existence that part of me believes that all people wish we could embrace in our own way. He is an outrageous character, the stuff he does to other people is the lowest of the lows.
