My proposal for altering an area of the United States government is by lowering tuition rates for incoming college students by centralising the fixed rate for tuition. College tuition has caused an inflation to 500% in cost since 1985 (Granderson), and the average cost for college tuition in this state, Texas is "$3,951[not including room or board]" per semester (Dolan). this isn't including the tuition rate for out of state students which doubles the cost. I believe by lowering the tuition rates would help students financially after and during college and would create less stress for the students. In this instance, lowering tuition rates for incoming college students, Legislators are responsible for assembling this law, but the Executive and Judicial branch have to ensure the legislators from crossing boundaries of power. The executive branch has the power to veto laws passed by congress meaning if the president doesn't agree with the proposition in lowering tuition rates then he can dismiss the law if he deems so or the president could issue a signing statement to interpret the law. The executive branch also submits the Federal budget to the House of Representatives accordingly , but the legislative branch(congress) also regulates a budget for the executive branch. Doing so will help the federal government in creating an ethical and balanced allocation for the student's financial aid which may vary depending on salary of the student's parents. The Judicial branch can use the power of judicial review to regulate presidential activity as well as rule if treaties are unconstitutional. The supreme court in this case would be able to examine if lowering tuition rates would be constitutional creating equal power to both branches of
