It is the situation of moral dilemma and it covers the issue of the primacy of public interest, honesty, competence and professionalism (which are a part of ACS code of ethics) Nirmal clearly sees that the offer made by company A is better for his organization. To his surprise he realizes that 2ndcompany in the competition is run by his friend Devraj. Adding fuel to the situation he also receives a phone call from Devraj urging him to favor his offer. Nirmal is totally pressed between his profession and his friendship with Devraj. Who are the interested parties? What are their relationships? The government department of which Nirmal is a senior employee and Company B (which is run by Devraj) are the interested parties in this case. I believe Nirmal should ask the exact same question to himself. If he thinks by going against the will of his friend is better for him, the organization he is working and the people around him than he should stick to his decision. Nobody should be given the unfair advantage (this is the policy of free market) and everyone should be treated equally. If I were in the similar circumstances, I would follow the similar path as Nirmal did to solve this situation of conflict of interest by giving the preference to the Company A in selection process as it is the deserving one.
