In an attempt to control the influx of illegal immigrants that enter the country, the U.S. Customs and Border Protection (CBP) and the National Guard (NG) were partnered to support Operation Jump Start (OJS), an initiative that spanned the period of 2006 to 2008 “to enhance border enforcement along the southwest border” (MOA, 2006, p. 1) of the United States. A memorandum of agreement between the states of California, Arizona, New Mexico, and Texas and the Department of Defense (DOD) solidified OJS. During that two-year period, the CBP would be responsible for hiring and training additional members to improve border security, while the NG augmented the CBP. (Straub, 2008). Similar to the PCA of 1873, DOD Directive 5525.5 prohibits the following forms of assistance: “(1) interdiction of a vehicle, vessel, aircraft, or other similar activity; (2) a search or seizure; (3) an arrest, apprehension, stop and frisk, or similar activity; and (4) use of military personnel in the pursuit of individuals, or as undercover agents, informants, investigators, or interrogators” (Mason, 2013, p. 3). Thus, the National Guard devoted the majority of resources to manning observation posts, flying alert aircraft, building roads, fences, and vehicle barricades, and fulfilling administrative functions (i.e., desk duties) (Holstege, 2008). Other forms of regulation include the regional rules for the use of force (RUF) included in the OJS memorandum of agreement, which details the level of force authorized, arming orders, and weapon limitations (MOA, 2006). A specification in JP 3-28 states National Guardsmen under Title 32 or state active duty title will be issued a RUF card and briefed on the “applicable state RUF” prior to deployment (Joint Chiefs of Staff, 2013, p. 47).

The United States Border Patrol has a mission and duty to protect our borders through regulating laws and preventing illegal terrorists, drugs, and weapons from entering the United States. This has been a clear goal ever since laws have been passed to help secure our borders back in 1924. The need for Border Patrol and the demand for tighter security plans have been increasing due to terrorist attacks on American soil, the presence of radical groups, and a high rate of crime in the United States. The big idea here is that as crime continues to develop so will our border securities. I would like to primarily focus on the current role of the Border Patrol versus what it might have been in years past. Many tragedies have occurred in recent times more than what was experienced years ago. The United States has suffered throughout the year 2000 and continues to suffer from severe threats to the nation. It only makes sense to make changes and tighten our borders in order to help prevent the ongoing crimes. If the Border Patrol does this than the individuals living in this nation will live in a better and much safer environment. Along with their current role, the research on the Border Patrol’s changes that either have hindered their work or made them more effective will be looked into as well.

National Guard involvement on the Southwest border began in 2006, when President George W. Bush authorized National Guardsmen to augment the under-staffed CBP through “Operation Jump Start,” a joint collaboration between CBP, the Army and Air National Guard, and the National Guard Bureau. This effort was the first time both the Army and Air National Guard teamed up to perform an extended homeland mission. The original authorization called for the immediate deployment of 6,000 troops, with a planned reduction to 3,000 during the second year. When you are on guard you are responsible for everything that occurs within the limits of your post while you are on duty. You are also responsible for all equipment and property located within the limits of your post. The exact limits of your post are defined by the special orders. The special orders should also include every place a guard must go to perform your duties. You will investigate every unusual or suspicious occurrence on or near your post provided that you do not have to leave your point of duty to do so. If necessary, you or the NCO who is on guard with you will contact the chain of command for instructions. While on guard you will remain at your place of duty and continue to perform all duties required until you are relieved
Overall I saw my involvement with Jumpstart as a growing experience for myself as well. I learned that teaching and education requires a lot of prep work and thinking of different ways to teach if one method is not working. It was nice having the Jumpstart teaching template because it gave a stepping stone to new ideas. This year also helped my communication skills with working with a team. My team did have some bumps throughout they year but we were able to end strong. My goals include focusing on community improvement and involvement. More people need to be involved to really know their community beside just reading about it in a textbook or media.
Implementing stringent security controls along the borders is likely to reduce the influx of illegal immigration into the United States. With the increased border security, the American government could have helped alleviate the occurrence of the 9/11 bombing. Though this strategy is essential in alleviating the influx of illegal immigrants to certain geographic areas, increased border controls in these locations have made other, less controlled areas of the border more vulnerable. Rising crime rates, discarded debris, increased apprehension rates, and growing public scrutiny in these less secure areas provide clear evidence that border security is at once a social, an economic, and a national security issue.
