Decision making is most important in matters of administration because leaders have to consult widely among experts before coming up with a decision that will enable the best possible conclusion to be made. In administrative circumstances, in such countries as South Africa, it has been found that it is necessary for the public manager to identify and make a definition of the problem so that he knows who and what his decision is going to affect. Moreover, the answers to the problem identified should be well structured so that they can adequately cover the circumstances surrounding the problem hence an accurate decision been made to solve it.

The South African government has attempted to delegate the functions of punishment to private companies such as G4S not only with the intention of relieving itself of the burden, but also ensuring that these companies remain accountable to the public (Lynn, 1998). While this has been the case, there has developed a need to ensure that these private entities are indeed performing the functions that have been delegated to them with as much diligence as would have the government.
This has created a situation where studies have to be carried out so with the aim of establishing how the contractual relationship between private prisons and the government, relating to how the formation, maintenance and other aspects of the prisons are worked out between them. When dealing with the formation, the expectations of the private institution as well as those of the government concerning what the prison’s management will require are considered so that it is known how the prison will be developed as well as how it will be staffed (Den Heyer, 2011). Decision-making in the workforce is a process of responsibilities used by upper management to implement, enforce rules, regulations, and maintain a successful environment. Decision-making implemented more effectively by making a plan, thinking it through, accepting more than one opinion and determining what is best. However, decision-making often utilized more effectively by opening doors of opportunities for a suggestion, question, discussion, and feedback. Although, more involvement helps improve understanding, utilize behavior skills and present opportunities for better communication. Everyday life consists of decision-making, the right decision may not always be applied, but ensure room for improvement and opportunity. Individuals approached decision-making in many different ways. As stated by (Jones, Graham, & Bateman, 2006) decision making is a procedure used to recognize a problem, weigh the alternatives and evaluate a solution in which, certain situations will require different approaches to become effective.
In Clemmer’s work The Prison Community, Clemmer provides a platform for investigating the role of prisons, the management and rehabilitation of offenders in prisons, and the assessment of the main objectives of a criminal justice system. According to Clemmer, the prison culture consisted of several elements of inmate habits, behaviors, traditions, history, customs, secret codes, the laws, rules that the prisoners follow, and their opinions and views towards family, education, work, the police, the judicial system, other inmates, wardens, doctors, guards, and much more. Clemmer believed that there was no specific definition of a prison culture, but instead a vague list of elements that when grouped together formed the culture in itself. Upon conducting his research, Clemmer found that about 18% of inmates were affiliated with prison primary groups, which as defined by Clemmer, were groups of inmates that were established for only means of friendship. Inmates would gather around and form these primary groups and then interact with members of other groups. Hence, the interaction of the groups serves to prove the existence of a social life for inmates in the prisons, by which the inmates’ behaviors are greatly influenced. In terms of the social structure of a prison, the structure can be viewed in several ways. Although it is cheaper for governments to run contract based institutions this mass industrialization of the prison system has seen many issues with corruption, decreases in efficiency and even mistreatment and exploitation of incarcerated individuals. Privatization became involved due to the fact that prisons were becoming overpopulated. Public prisons contracted the confinement and care of prisoners with other organizations.
