Oxfam also perceives itself to be as a people power organisation in the sense that is purpose to give voice to peoples against the injustices that inhibit their rise out of poverty. It attempts to manifest its focus on this mostly in advocacy movements against government policies, both international and national, as well as against multinational corporations. This forms the vast majority of the reports and projects that it highlighted in its annual reports and within the website. An examples of this is its portrayal of its role within the Arms Trade Treaty in one of its new articles on the website (Oxfam International, 2014) where it plays a main role in trying to influence various governments to sign up and ratify this treaty. It showcases many of its fundraising activities through its child sponsorship programs ad through its shops and other campaigns on its website, as well as showcases the many programs and humanitarian crisis which it provides either financial or on the ground support for. In this sense Oxfam acts very clearly as a Northern NGO as described by Fowler as a provider of aid and resources and instructions to the South by serving as a channel for these (Fowler, 1997). Oxfam sees itself as being engaged constantly with financial and resource support where there is major needs and crisis globally. Unlike many NGO’s it is happy to describe its contributions to humanitarian aid and basic development needs as charity (Oxfam International, 2013). They use the terms such as taking a ‘holistic approach,’ to development, ‘sustainable development,’ ‘creation of lasting solutions,’ ‘empowering peoples,’ ‘promotion of gender equality,’ and ‘capacity building’ to describe their efforts (Oxfam International, 2013). However access to their annual reports for 2013 only show case these elements combined in two or three projects, such as Nepali seed generation project (Oxfam International, 2013). It appears that many of their projects utilize practically only one or two of the elements required for effective development work, but only a few actually showcase all the elements within the same project. So while there is nothing wrong with charity or humanitarian aid, after all someone has to help place the Band-Aids on, Oxfams perception of itself, or claim that is it, a holistic people empowering organisation as a whole is somewhat of a half-truth that can be extended to the organisation as a whole, aside from a few individual
