The company has made acquisitions in three other locations in the United States and one in The Peoples Republic of China. During the acquisition process the company did not plan for the integration of the separate human resources systems used by the acquired company 's. This review is important because potential problems that the original developer can miss will be caught by a review by another person. Just by allowing another person review the work the developer the number of errors in a section of code can be reduced by a factor of five. After the technical review the system should be examined to check for defects. This testing usually includes an installation of the application, either in whole or in part, and using random data to determine if all the functions of the program work as intended. This process should be conducted by both members of the development team and stakeholders picked for testing purposes.

After the new system has been coded and tested the next step in the implementation phase is to install the system and place it into production for the company. The first phase of the installation process is to setup the individual servers that will be hosting both the application and any database that the system will use. Once the systems are setup and the application and databases are installed and configured the data from the existing systems will need to be converted and imported into the new database.
