Introduction:
Every parent wants the best for their children. They want their children to finish their studies. But unfortunately, there are many poor families cannot provide for the education of their children. Some families can only afford to eat one meal a day and they can’t even send their children to school. Sometimes the parents encourage their children to work and earn for their living, so that they can have something to eat. But we can’t blame them, because sometimes it is better to have something for supper, than to have something to feed your mind.
Every youth deserves to have a decent education for them to be the next leaders not only of their generation but of the country as well. We should also take care of their welfare.

Background of the Study: Pantawid Pamilyang Pilipino Program is a program by the Department of Social Welfare and Development that aims to reduce poverty by providing qualified families conditional cash grants. The program is currently covering 255 municipalities and 15 key cities in 45 provinces, serving 700,000 households. There are an inter – agency council for the implementation of the Pantawid Pamilyang Pilipino Program composed of the Department of Health ( DOH ), Department of Education ( DepEd ), Department of Interior and Local Government ( DILG ), National Anti - Poverty Commission ( NAPC ), and the Landbank. The program was implemented during the term of former President Gloria Macapagal Arroyo and now, is the continuous program of the present administration. Since the program is slated to run for five years, legislation has been proposed to formally institutionalize the program. The Senate Bill 3412 or Pantawid Pamilyang Pilipino Program Act of 2009, authorized by the Senator Miriam Defensor Santiago. The bill aims to institutionalize the program by formally making it the national conditional fund transfer program.

Introduction There’s nothing that could describe the struggles of being a poor kid. In the documentary of Poor Kids, posted by PBS, there you can clearly see how bad poverty has grown in the US. It’s sad watching these kids talk about how they struggle to get pass a week after another. Seeing how are these parents work but yet can’t find the money to support the kids.
In the excerpt from a book entitled Class Dismissed, Meredith Maran discusses that students’ parents should spend more time on getting involved in their children’s education. At first, the author states that if students want to be successful, their parents and schools should play important roles. However, there is a big trouble that parents have different opinion over getting involved in children’s education. Some parents are willing to get involved in their children’s education because they have enough time and sources to do so and they actually get reward from their parents’ same actions. Due to the many large scale reform acts of previous, it is almost obvious that we need a change in the public schooling system. The aim of each act is to make a just system for each student to achieve. However, not all public school children are succeeding, in fact a large fraction of students are failing. Not only are the students failing, but entire schools are failing. This make origin a predictor of success because each school, depending on origin, is financed differently. Origin, however, is ultimately based upon income, therefore, income is the ultimate predictor of success. This means that the paycheck of the family that a child is born into more or less determines the child’s educational success. This is one of the many reasons why reform is necessary; because school as it is does not offer each child the same opportunities. This makes a main issue of public schooling a social issue, poverty.
As impoverished children lack sufficient, nutritious food and the proper guidance to allow them to develop and identify a purpose, these children, as they age, are unable to realize the importance of an education. According to the American Psychological Association, a study that examined the relation between poverty and high school dropouts showed that in a high school class of 2012, approximately 1.1 million students had dropped out. (Rumberger 2012) These students who drop out lack the resources required to obtain a job that will allow them to be financially stable. Instead, these young
