Just over five hundred year ago Hieronymus Bosch painted the picture “The Conjurer”. The art work shows how people are fooled by a lack of alertness and insight and depicts an image of a man of rank in the forefront who leans in and, being fixated on the pearl in the conjurer 's hand, is unaware of being relieved of his money purse. The old illusionist’s trick of misdirection has been around for centuries and even more so today it is very easy to be distracted and not focused on what we should be focused on. House prices are being driven by supply and demand which is the case with any product. However one possible influencing factor encouraging the price hike is the very thing that is only meant to reflect the value for administrative purposes not push it up. I am talking about the council capital valuations. By setting a valuation for a property that often becomes an anchor point for everyone’s perception of that property’s market value whether that CV is correct or not. The Council website does not help and is very confusing on this unless read carefully. They say: “Our valuations are used for setting rates and are not intended for other purposes such as marketing and mortgages” but then they also say, “The capital value on your 2014 revaluation notice is an estimate of market value of the property as at 1 July 2014.” So of course you could be forgiven for thinking that the valuation was an estimate of market value, albeit from several months before, and so the hundreds of
