INTRODUCTION
This paper has an objective to present and perform a critical analysis of the Strategic Plan of the city of Rio de Janeiro. With 1.200,278 km² of extension, the municipality of Rio de Janeiro is located at the Southeast of Brazil, and present a population of 6.320.446 inhabitants, according with IBGE (2014), being so the second biggest city in the country. The strategic plan is the first revision of the original plan (2009-2012) and defines the new plan strategies, with new targets, guidelines and initiatives for the period between 2013 and 2016, with some goals to be achieved until 2030.
The Strategic Plan of the Rio de Janeiro municipal government (Conselho da Cidade, 2012) was developed between September 2011 and March 2012, and after the diagnosis, the key objectives of the government were enumerated, with strategies established for each action area, namely: health; education; transport; housing and urban planning; public order and conservation; management and public finance; environment and sustainability; economic development; culture; and social development.

Strategic planning is a management tool that ensures actions and fundamental decisions are made which shapes and guides the organisation. Having problems means you have solutions, one problem that seems like both major and a minor problem is the economy in brazil “Brazil’s economic growth by around half a percentage point for each of 2011 and 2012 (to 4.1% and 3.6% respectively)...It now thinks Brazil will grow less than most other emerging economies” (“Changing direction” 37). Brazil’s economy is not doing well, a solution to that problem could have been not hosting both the world cup and the 2016 olympic games, hosting both events are making brazil's government think that they need to be the perfect hosts for the events but building a brand new stadium and not focus on the fact that most of brazilians are living at or below poverty level. Another problem i see is the illegal drugs that are bought and sold for such low amounts of money in brazil that people are becoming more and more addicted, even gangs are starting to become bigger and more numerous all over brazil “Because of the drug industry the brazilian favela gangs are more numerous” (Walker 35). A major problem in brazil is people not feeling safe when traveling there, tourists need to feel safe when they travel anywhere and with the emerging gangs and the terrorist threats against brazil, people do feel less and less safe “They do get nervous and they do ask, 'Is it safe?' Rio de Janeiro relies greatly on the Amazon river for food, water, and fertile soil to grow crops for money. The Tijuca Forest is also a positive factor in our environment in that humans have made a place for wild animals to live, thrive, and grow. Rio also has many bad human interactions including polluted waterways, super bacteria, poaching, and zika, these are bad actions by humans that are harming the environment, we can stop these bad interactions with the environment by having better law enforcement and picking up more trash to make Rio a better place. Rio has natural interactions too like mudslides and floods, in 2011 a flood attacked Rio along with mudslides and landslides causing over 1,700 deaths.
