Chronologically documented, the primary focus is on the Carl D. Perkins Career Technical Education 2006, its origin, issues and effects of each amendment that led to important federal government legislations. For an understanding of the Carl D. Perkins Career and Technical Education 2006 Act, an introduction section will provide information on amended acts, laws, and policies that led to the present act and career technical education. Other sections will discuss time periods of local and national legislation changes in the Carl D. Perkins Act, how they affect the present and future of career and technical education. For some students, the question of what to do after high school may be a burden to even contemplate as it approaches quicker and quicker. The pressure to continue another four (or more) years of education after high school can be overwhelming considering twelve years of schooling has already been completed; why go right back to school again? When’s break time? Some people are simply just not ready for college and they know it, or at least until after they have had a long break or have had some time to recollect themselves. Technically speaking college isn’t for everyone, nor is it necessarily needed for a career. Luckily today, there are many other options that potential career seeking beings can get a head start on such as community colleges and trade/vocational schools. These alternatives to a four year college are considered to be a good start on a job (and maybe even a career). The best benefits of these alternatives involve the cost of attending, the student environment, and the degrees offered.

In society today, a college education is often seen as a “the next step” in a young adult’s life. Whether they actually know what they would like to earn a degree in, they feel the need to continue their education as almost everyone around them is pursuing post-secondary education of some sort. It is often argued that a college education is not necessary to get ahead because of the manufacture based workforce that is up and coming in America, however, there are many benefits to having a post-secondary education such as a higher rate of pay and more job opportunities.

People are told from a young age that the only way to lead a successful life is to go to college. Although there is no denying of the economic advantage post secondary learning can provide for a student, college isn’t necessarily the only available option. Options like trade school or vocational training are other reasonable choices. However, trade school is not seen as legitimate as a traditional four year college, and a trade school student is not seen as having a secure future. The majority of people fail to realize there are hundreds of well paying employment opportunities that do not require the time, money, and effort needed to get a college degree. Not only does the negative perception of trade school hurt the futures of students, it ultimately hurts the nation’s economy. In order to eliminate the stigma surrounding non traditional schools, students and parents should be exposed to trade schools and the benefits of pursuing a vocational career.

People can attend trade schools or community colleges to obtain the knowledge needed in a short period of time to join the workforce sooner. While the salary for these occupations do not pay as well as a doctor , lawyer or teacher, they can still help you to be more successful. Switching from a school environment to a workplace can be an issue for many graduates. Due to college and graduate schools being pushed to the forefront of focus there is a lack of preparation provided to the students who choose to go straight into the workforce after graduating high school. Moving forward, Smith-Hughes Act of 1917 commissioned federal revenue to create and support of secondary and postsecondary vocational training. Emphasis were placed on instruction in agriculture, home economics, and trades and industry. This act along with the demand for change and other outlets for education, open the doors for trades that prepared people for jobs. Legislation during this time contended that this was the best step moving forward to focus on skills to ensure people were workplace ready.

More often than not, young students are taught to believe that they must go to a prestigious university to obtain a Bachelor’s degree or higher in order to have a fulfilling and satisfying career. This may hold true for some people, but others do not need to follow this same path. For students who choose a career that isn’t considered conventional or isn’t high in pay, they tend to be looked down upon which pressures them into choosing career paths that they do not have a passion for, or the skill set to actually accomplish which makes college a waste of time and money. While everyone should be encouraged to get an education beyond high school, people should be encouraged to get the education that is relevant and proper for them to make sure they are getting their money’s worth.

Many people believe that vocational education is primarily offered to non-college bound students, dropouts, or students with special needs. Charles Murray is writing to The Wall Street Journal, which is a huge and very diverse audience to whom to present such a controversial argument. With so many people having to a need to spend as little money as possible, they are determined to only spend money on preparation for their future career. For this reason they go to college only to take courses that are necessary for their future. “She is in college to take vocational training. She wants to write computer code. Start a business. Get a job in television. She uses college to take vocational courses that pertain to her career interest.” (Murray, 2008, pp.228) Murray explained the story of a girl who is in college solely for preparation for her career. Because of this, she isn’t interested in a liberal arts education. If the course doesn’t directly pertain to her desired career, she prefers not to take it.

Provided that career and technical education has been around for a while, it has proven itself to be an exceptional method for students to embed into their studies.
