On 11/24/17 at about 1658 hours I was assisting Officer R. Bemis and N. Jendrick place a juvenile male, Sean Wickstrom, into the back of Officer Bemis's patrol vehicle, vehicle 10B, because he was under arrest for DV Assault 4th Degree. I observed Wickstrom appeared to be resisting being put into the vehicle by pushing back away from the vehicle and attempting to pull away from Officers Bemis and Jendrick as they were placing him in the rear passenger side seat. I went to the driver's side of the vehicle, and entered the back seat to assist Officer Bemis with placing the seatbelt on Wickstrom. I notified dispatch that Officer Albert and I were out at the RSC. I parked our patrol car on the north side of the RSC and entered the north door. I heard Officer Smith on the radio say he was out with the subject near the Credit Union. I observed from across the RSC Officer J. Smith and Officer R. Faison standing next to a black male all the way by the Book Store. As I walked closer, I could see the black male with both of his hands up in the air and he was getting down on both of his knees. On 09/02/2015, at approximately 1620 hours, your affiant and officer Moyer received a complaint at the police department from Wayne V. Kechula. Kechula was greeted at the front door by Officer Moyer. Kechula began screaming about a construction tool owned by Wesley Kacilowicz. Kechula stated the male in the vehicle he arrived with borrowed a tool and has not returned it. Kechula stated these events had occurred in Conyngham, Pennsylvania. Officer Moyer explained to Kechula several times that we have no jurisdiction of that area. Kechula became verbally hostile with Officer Moyer.
On 10/30/2016 at 0251 hours Ptlm. David Stamets and I were dispatched to the unit block of S. White St. for multiple males in the road fighting. We arrived on scene and I observed three males walking toward Main St. I instructed the males to stop, but they did not comply with my request. The males looked back and continued to walk away. I again gave verbal commands for them to stop, two of the three males stopped, while one continued to walk away. I walked to the two males who stopped while Stamets proceeded in the patrol car to make contact with the third male, who he caught up to.
Calhoun forwarded me his findings and informed me the incident occurred on Evening Watch, I viewed the incident on Avigilon video and determined a use of force incident report need to be completed in Blue Team. I then notified Sgt. Kizer-Hudson, who was the supervisor over 8NE, and inquired on if she was aware that the use of force incident occurred. She replied, “No.” I proceeded to show Sgt. Kizer-Hudson the video and she stated, “I remember the incident the officers called a non-compliant I responded, but they didn’t tell me about the use of force part.” I replied, what did they tell you?” Sgt. Kizer-Hudson stated, “Officer R. Dunans stated he give Inmate Mitchell verbal commands to return to his cell, inmate Mitchell refused and wanted to speak to a supervisor.” I advised Sgt. Kizer-Hudson the incident wasn’t reported and I found out about the incident when Mitchell’s attorney sent an email about his outcry. I then instructed Sgt. Kizer-Hudson to start a use of force report in Blue Team, and get statements from all officers involved as to why they failed to report the use of force to
On October 26, 2017 at approximately 2:54pm, I, Officer Kyeishia Evans, with the Ville Platte Police Department, was dispatched to the Slap Ya Momma parking lot, in reference to juveniles fighting on Bus # VP14. Upon arrival I was advised by Chief Neal Lartigue, with the Ville Platte Police Department, that there were two black juvenile males fighting on his bus and that he had paramedics with Acadian Ambulance enroute to our location to give juvenile # 2 medical attention. I advised juvenile #1 to step off the bus; which he complied. I conducted a pat search on the juvenile for weapons, placed handcuffs on his wrists, and put him in the back seat of my marked Ville Platte Police Department vehicle. On Tuesday, June 6, 2017, at approximately 2134 hours, Trooper Jason Brown, Unit 522, conducted a traffic stop at the junction of US 460 and Camargo Leevee Road in Montgomery County. Jimmy White was pulled over for driving with no headlights. When Trooper Brown made contact with Mr. White, dispatch advised Mr. White had active arrest warrants. When Trooper Brown advised Mr. White that he had active warrants and was under arrest, Mr. White began to flee on foot. Trooper Brown chased him approximately 300 feet giving him loud verbal commands to stop running. Mr. White tripped over some debris in the yard he was running through and fell to the ground. When he got back up to continue running, Trooper Brown attempted to place him in hand cuffs.
Corporal Shanek was in front of her and she shoved him. I grabbed Eastin as she tried pushing me away, attempting to take her into custody. Eastin was extremely agitated and combative. I saw Corporal Shanek flinch as he was struck in the arm (which broke the skin and was bleeding). At this time, I grabbed Eastin’s left wrist with my left hand and placed my right hand in her back forcing her onto the counter. Corporal Shanek assisted me in getting Eastin’s right wrist in the handcuffs. At approximately 1153 hours, I advised dispatch that Eastin was in custody. Eastin continued to struggle when trying to remove her from the restroom, however upon arriving at the patrol vehicle she calmed significantly and was compliant. I then advised dispatch that Eastin was going to be transferred to the Emergency Department for evaluation. The nurse and social worker were also transported to the ED. I, Cpl. Lessane, along with Deputy Ayer, responded to Hampton Regional Medical Center, to assist Deputy Smalls, with a runaway mental patient. Upon arrival, Deputy Smalls stated a mental patient, Travis Johnson, ran away from the Emergency Room with a set of black handcuffs on one of his arms. Deputy Smalls stated he wasn’t sure of Travis exact location at the time. Deputies along with assistance from the Varnville Police Department and the Hampton Police Department patrolled the area in an attempt to make contact with the patient. No contact was made at that time.
“On 01/21/2016, police responded to 5 Colin Drive in the City of Portsmouth in reference to an assault. Upon arrival, the victim Willie Mitchell) stated he was sitting on the couch when he noticed suspect 1, Donavan Sneed, standing on the porch and invited him in. He recognized Sneed as the same male that was involved in an incident that occurred an hour prior. The victim stated that when he entered, three additional suspects followed that he did not see in front of the home initially. The suspects were looking for a resident of the home, Courtney Davis, and some of her friends that had assaulted Sneed approximately an hour earlier. The victim assured the suspects that he was alone and the people they were looking for had left. At that time, all four suspects surrounded the victim when suspect 2, Jerry Harding, stated to the victim “You going to do this to my homeboy.” Before the victim could respond that he was not involved with the earlier incident, Sneed started to assault him. The victim attempted to defend himself when the other suspects grabbed his arms and held him. Sneed then punched him in the nose and the victim fell to the ground. The other suspects also began to assault the victim while he was on the ground. While being assaulted on the ground, he felt one of the suspects attempt to remove his wallet from his back pocket. On 10/22/2017 I, Deputy Mignone #95 was assigned to Intake/Release at approximately 0130 hours, I was pulling an inmate out of DMH to be released. When I opened the door, I witnesses inmate Victor Collazo J#9739840 yelling and walking over to the left side corner where inmate John Nalls J#11602851 was sitting in the corner. Inmate Nalls jumped up and they got into each other’s face, I then instructed both of them to move away when inmate Nalls struck inmate Collazo in the face with a closed fist to the right side of his face.

P states that MOS Delprete gave false statement in the criminal complaint when he stated that he observed her hand another individual pill in exchange for US currency. On July 20, 2017, at approximately 1507 hours, I responded to 1605 N John Young Parkway in reference to assisting Sgt. J. Ciola in making contact with Brandon Hiroshi Joseph (suspect). On July 19, 2017 at approximately 1545 hours, Sgt. J. Ciola attempted to conduct on a traffic stop on Brandon on Bill Beck Blvd, when he fled from him (see Sgt. J Ciola full report). Based on the aforementioned information Sgt. J. Ciola provided to me, Brandon was placed under arrest for Fleeing to elude with wanton disregard for the safety of the public under F.S.S. 316.1935(3)(a).
I then activated my emergency lights and pulled my vehicle behind Officer Nguyen's vehicle. I then got out of my vehicle and was a back up officer while Officer Nguyen initiated contact with the suspect.
First incident, Det. Resto and Sgt. Gomez, while on routine patrol, observe plaintiff rolling a large marijuana cigar. Det. Resto and Sgt. Gomez approached plaintiff who then threw away the cigar. MOS questioned and frisked plaintiff, then plaintiff threw himself on the ground and began to scream to avoid being arrested. MOS were able to stop plaintiff from resisting and placed him in the prisoner van. At the precinct, plaintiff was issued a summons for disorderly conduct and released. Second incident, PO Cody Doran responded to fight at McDonald’s and viewed the incident on surveillance video and took CW statements. PO Taylor and Sgt.
