Farmersville Measure P and Q Farmersville is in major deficit since the recession. In order to increase the budget the City of Farmersville needs a solution, which will benefit 10,704 people who lives within the city limits. To be able to increase the budget the city came up with two measures, this measure intends to help people of Farmersville, California, which will bring more jobs, better service for the community, and road construction and will bring programs to help the young and the elderly. Mr. Harper had made some very fruitful recommendations: The financing of all future capital improvements in cash during the fiscal year in which the work would be done, would be considered a great idea considering the state of the community’s finances. One thing that may hinder this plan would depend on the form in which the community accepts the increase in taxes. This paper will analyse the 2013/14 Fiscal budgets the City of Ukiah and California City. I will attempt to examine the similarities and differences of both these cites revenue and expenditure line items in their budgets. The cities are similar in that they generate revenue from many of the same resources and they have similar expenditures in their annual fiscal budget. However, the cities budgets strategies are different because both these cities demographics, social, economic, political platform, and historical characteristics guide both cities elected official’s decisions during the budget process.

Admittedly, this is a reasonable opinion for residents to have, however the economic benefits that would result from the bond make the 90 cent increase a worthwhile investment. To start, the fine print of the bond requires that new residents of Hermiston help pay for it. Since Hermiston’s population is expected to expand by 3.00% per year for the next four years and 2.75% in the years following, the $4.99 rate is expected to go down, pleasing those who feel that they are paying too much. Additionally, the district contracted Elesco Limited, an economic service provider from Bend, Oregon, to perform an economic analysis on the impacts of the bond. They found that $24 million in direct labor income would be payed out to over 540 direct sub-contractors over the four year construction period. They also found that the bond would indirectly create 250 jobs within Umatilla County. Remaining funds would be used to buy construction material and Elesco discovered in their analysis that Umatilla County is 75% self-sufficient for those materials.

As the city manager of Yorkville city I have been presented with a 1% tax income proposal on behalf of the members of the city council in order to accumulate around 1 million dollars yearly to decrease the current deficit that the city has of $650,000.The city council is asking me to hand out flyers to promote this tax to the voters in order to pass the proposal with the city residents’ support in the next coming elections. I would personally analyze the proposal and the reasons why there is such a bad deficit of $650,000 and I would also find the specific measures taken by the city council or previous city officials to work on the issue. Taxing business should benefit the community itself because it’s something that is in demand. Brian Maclver, with Cannabis Business Times deliberates how the businesses will get taxed, “Cultivation businesses are taxed on both their sales (a monthly 10-percent fee) and based on the size of their operations – an annual tax of $25 per square foot for the first 3,000 square feet, and then $10 per square foot for the remaining.” (Maclver). Congress prioritizes on those issues that are more important and relevant to find a probable solution too. A growing issue we see that in today’s society are issues in the social welfare system. Social Welfare has so many issues within some of those issues include the food stamps, and even in the healthcare system. The matters in social welfare requires every individuals help to resolve, not just congress. The second major public policy issue we face in American today are within the Public Assistance Programs.
